Description
Statement of Work 1. Scope of Work: The Contractor shall provide all labor, vehicles, supervision, management support, equipment, supplies, materials, communications and any other travel related expenses required to transport soiled and clean linen between the Alexandria Veteran (CAVHS) campuses in LA and Jackson MS to the Gulf Coast Veterans Healthcare System (GCVHCS) in Biloxi, MS. as specified in the terms and conditions stated herein. In instances when the laundry facility is temporarily closed the Contractor shall be required to transport linen to an alternate location within a 100-mile radius of GCVHCS. 2. Hours of Operation: GCVHCS Laundry Facility is open Monday through Friday between the hours of 5:30 AM and 9:30 PM. Closed on weekends. 3. Performance Period: The Period of Performance shall be one (1) 12-month base period and four (4) 12-month option periods: Base Period October 1, 2022-September 30, 2023 Option Period 1 October 1, 2023-September 30, 2024 Option Period 2 October 1, 2024-September 30, 2025 Option Period 3 October 1, 2025-September 30, 2026 Option Period 4 October 1, 2026-September 30, 2027 4. Government Responsibilities: Environmental Management Service staff (EMS) government personnel working at GCVHCS will load soiled and clean linen, as required, on contractor provided trailer to be transported to receiving site. The Government personnel will secure the bins once loaded inside the trailers. 5. Contingency Operations: The Contractor shall have a contingency plan to maintain service continuity during events of inclement weather or unforeseeable conditions, such as equipment and/or mechanical failure. If a vehicle is down due to mechanical failure, the Contractor shall have replacement vehicle in place to resume operations within four hours of the occurrence. 6. Electronic Logging Device (ELD): The Contractor shall maintain an electronic logging device that provides full compliance for Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) requirements. The ELD Rule applies to most motor carriers and drivers who are currently required to maintain records of duty status (RODS). 7. Securing Loads: The Contractor shall verify that loads are secured every trip. 8. Key Personnel: The Contractor shall designate Project Manager and Alternate contact responsible for operational. The individuals shall be competent to oversee all aspects of the requirement. The Contractor shall provide and maintain current phone numbers and email addresses for each contact. 9: Quality: The quality program shall minimally conform to standards that are usual and customary in the commercial marketplace. The program shall minimally include a modality for reporting, tracking and resolving performance issues, and ensure facilities are appropriate and sufficiently maintained for the type of work performed. A written overview of the quality program shall be provided to the COR and CO before performance begins. 10. Linen Separation: Clean and soiled linen shall not be transported on the vehicle at the same time. Vehicle will be disinfected after unloading soiled linen and before clean linen is loaded onto trailer. 11. Trailer Cleaning: VA employees will disinfect/clean trailers/trucks between dirty and clean linen loads. The government shall provide the contractor access to the loading docks where linen carts are to be picked-up/delivered. The government shall not move contractor trailers. The Contractor is required to provide four trailers; two trailers will be housed at each site. One trailer will be in transit, and one will be housed at each facility site for storing linens only. Trailers will be stored in a secured location. 12. Additional Deliveries: In the event the government requires additional runs (in addition to the scheduled weekly runs), the carrier shall be given 24 hours notice, and pricing for the additional runs shall be at the agreed to contracted rate. 13. Linen Carts: Cart weight: empty = approximately 200 lbs.; dirty full = approximately 500 lbs.: clean full = approximately 480 lbs. Cart dimensions: 281/4 wide and 541/4 long and are provided by the VA. Maximum number of carts per shipment are 33 for Alexandria and 13 for Jackson. 14. Trips: The Contractor shall provide round-trip laundry transport services as outlined below: A. ROUND TRIP FROM ALEXANDRIA, LA TO BILOXI, MS Soiled linen shall be picked up at Alexandria Veterans Health Care System (AVHCS), 2495 Shreveport Hwy, Pineville, LA 71360, Building 136 Loading Dock and delivered to Gulf Coast Health Care System (GCHCS), 400 Veterans Ave., Building 31 Loading Dock, Biloxi, MS 39564. The VA will load a maximum of 33 carts of linen onto the contractor-furnished truck. The estimated weight is 15,000 pounds per trip. The Contractor shall transport clean linen to AVHCS in Pineville, LA on Mondays, Wednesdays and Fridays. B. ROUND TRIP FROM JACKSON, MS TO BILOXI, MS Soiled linen shall be picked up at G.V. Sonny Montgomery VA Medical Center, 1500 E Woodrow Wilson Drive Jackson, MS 39216, Loading Dock between the hours of 6:30 am and 9:00 am and delivered to Gulf Coast Health Care System (GCHCS), 400 Veterans Ave., Building 31 Loading Dock, Biloxi, MS 39564. The VA will load a maximum of 13 carts of linen onto the contractor-furnished trailer. The estimated weight is 8,000 pounds per trip. The Contractor shall transport clean linen to G.V. Sonny Montgomery in Jackson, MS. five days per week Monday through Friday. Contractors are required to work Monday through Friday, including Federal holidays. If a Federal holiday falls during Monday through Friday of the regular work week, the Contractor will be advised of an alternate schedule, if required. Eleven holidays observed by the Federal Government are: New Year Day, Martin Luther King s Birthday, President s Day, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day, and Christmas. The Federal Government will also observe any day specifically declared by the President of the United Sates to be a national holiday. 15. Vehicles(s): The Contractor shall furnish a semi-tractor with two (2) weatherproof enclosed trailers of sufficient capacity to provide required services as previously stated. Vehicle(s) must meet minimum requirements of the US Department of Transportation (DOT) Federal Motor Carrier Safety Regulation (ORS-7A), as applicable. The second trailer staged at the Laundry Facility in Biloxi, MS. shall be available for transport of clean laundry while the other trailer is being cleaned/disinfected by VA employees. Laundry in secured trailers shall not be accessible to drivers during transport.
