- Description
- Original notice 12363N22R4002 utilized an incorrect solicitation number and has been replaced with notice 12363N22Q4101.� The new notice also updates the Project Description; the number of� Items was increased with the acres in each reduced, the unit of measure was changed to acres for all Items (aside from Optional Item 11), and revised maps were provided.� The FAR 15-day Presolicitation posting requirement shall be met by the total days the project was posted under both notice number 12363N22R4002 and 12363N22Q4101.� Background:�The Plumas Stewardship IRSC shall be awarded under the following authority. Stewardship Authority:��Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.� Project Location:�The project area is located entirely on National Forest System lands within the administrative boundaries of the Feather River, Mt Hough, and Beckwourth Ranger Districts of the �Plumas National Forest in California. � (See 2 Draft Vicinity Maps uploaded as attachments to this notice.) Description:�The Plumas National Forest is currently preparing the Plumas Stewardship IRSC which aims to restore forest health after fire, treat hazardous fuels adjacent to roads and recreation sites and reduce the future risk of high severity wildfire. Goals will be accomplished through a series of silvicultural and fuels management activities designed to reduce the hazardous fuel on the landscape. Product removal shall be included as an Optional Item with the quantity of product removed to be proposed by the quoter.� Providing a quantity and price for removal is not required to be eligible for contract award but is encouraged by the Government.� Specified road maintenance shall only be required if Optional Removal of Timber Subject to Agreement is awarded; optional removal should be priced accordingly. The following work activity is anticipated as�mandatory work: Item 1. Roadside and recreation sites hazardous fuel treatment.�Mechanically cut and pile trees in Units 1, 4 and 5 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) ( 179 acres).�� These units are shown on the Draft Map entitled Plumas IRSC FRRD, dated 8/9/2022. Item 2. Roadside and recreation sites hazardous fuel treatment.�Mechanically cut and pile trees in Units 2, 3, and 6 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) ( 304 acres).�� These units are shown on the Draft Map entitled Plumas IRSC FRRD, dated 8/9/2022. Item 3. Roadside and recreation sites hazardous fuel treatment.�Mechanically cut, skid, deck and pile trees in Units 9 and 10 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) ( 10 acres).� �These units are shown on the Draft Map entitled Plumas IRSC MHRD/BKRD, dated 8/9/2022. Item 4. Roadside and recreation sites hazardous fuel treatment.�Mechanically cut, skid, deck and pile trees in Units 11, 12, 13, and 14 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) (805 acres).� �These units are shown on the Draft Map entitled Plumas IRSC MHRD/BKRD, dated 8/9/2022. Item 5. Roadside and recreation sites hazardous fuel treatment.�Mechanically cut, skid, deck and pile trees in Units 16 and 18 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) (914 acres).� �These units are shown on the Draft Map entitled Plumas IRSC MHRD/BKRD, dated 8/9/2022. Item 6. Roadside and recreation sites hazardous fuel treatment.�Mechanically cut, skid, deck and pile trees in Unit 17 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) (693 acres).� �These units are shown on the Draft Map entitled Plumas IRSC MHRD/BKRD, dated 8/9/2022. Item 7. Roadside and recreation sites hazardous fuel treatment.�Mechanically cut, skid, deck and pile trees in Unit 15 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) (70 acres).� �These units are shown on the Draft Map entitled Plumas IRSC MHRD/BKRD, dated 8/9/2022. Optional work items�are anticipated to include: Item 8.� Roadside and recreation sites hazardous fuel treatment.�Mechanically cut and pile trees in Unit 7 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) (5 acres).� These units are shown on the Draft Map entitled Plumas IRSC FRRD, dated 8/9/2022. Item 9.� Roadside and recreation sites hazardous fuel treatment.�Mechanically cut and pile trees in Unit 8 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) (93 acres).� These units are shown on the Draft Map entitled Plumas IRSC FRRD, dated 8/9/2022. Item 10.� Roadside and recreation sites hazardous fuel treatment.�Mechanically cut and pile trees in Unit 19 that can reach roadsides and recreation sites (6.0 inch minimum diameter - no upper diameter limit) (191 acres).� These units are shown on the Draft Map entitled Plumas IRSC FRRD, dated 8/9/2022. Item 11.� Remove Timber Subject to Agreement. The tentative plan is to require completion of some high priority units by 12/31/22, and all other items by 12/31/23. If awarded, the deadline for product removal would follow the deadline applicable for each respective Item/Unit. ��The government anticipates making multiple awards from this solicitation.�� Pre-solicitation Site Visit Date and Time:� �A site visit is planned for mid-August with�prospective contractors to facilitate dialogue on contractual requirements and identify any operational limitations foreseen by attendees that could be addressed via amendment.�The initial meeting location shall be at 4 Trees Warming Hut (intersection of Oro-Quincy Highway and 23N28 road, east end of Unit 1).� Final meeting date and time shall be provided in the solicitation.� The complete solicitation shall be posted to sam.gov mid- August 2022 with all final technical specifications, maps and attachments provided for downloading at that time. All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation.� Registration in SAM is a free service and you do not need to pay to register in this system.
