This should simplify the review of submissions by NCA staff. RESPONSE: No. See SF330 Instructions, paragraph e. Can firms submit a matrix of the professional licensure to include the state and license number instead of the multiple pages that would be required if we included a copy of each individual license? RESPONSE: No. 3. National Cemeteries take a long time to go through the design and construction process. It is not uncommon for this process to take over three years. The requirement that six out of the ten projects be constructed limits the ability of designers to submit projects that demonstrate their past experience on National Cemetery projects. Under Section F can firms submit projects that at 50% or more finished construction? RESPONSE: If you have current projects that are ongoing, include the contract number, CO, COR, and PM for the project. This is applicable for NCA contracts only. Otherwise, no. 4. Please clarify if six or (5) projects under Section F have the construction qualification. RESPONSE: It should read, six (6) out of the ten (10) projects must have construction completed. 5. Will the required representative floor plan, site plan, a building section, or other appropriate drawing, and a minimum of four photographs must be included be included in the page count? Does the Lead Designer Portfolio count towards the 50 page maximum for the SF330. RESPONSE: Yes 7. Will NCA consider rating team members with 5 years of experience with 8 or more sample projects as having excellent experience? This would allow NCA to assess holders of the previous NCA 5 year IDIQ s as excellent. RESPONSE: No. Each firm will be evaluated based on their submitted SF 330 package. 8. Professional Qualifications the majority of the NCA projects do not require licensure in the state the project is being designed in. As a substitute for licensure in a state, will NCA accept projects completed (by licensed professionals) in different states as meeting this qualification. RESPONSE: The AE or designer must show licenses in the state they work. 9. Geographic Plan can the NCA define what a geographic area is, for example, how can a firm be centrally located in the Continental District. RESPONSE: A firm or a branch location must have the ability to effectively manage a project within a particular district. 10. Geographic Plan the location of a firm does not substantially impact their ability to have significant experience and understanding of a geographic area. Will NCA remove firm location from the evaluation criteria? RESPONSE: No. NCA will evaluate a firm or branch s ability to effectively manage a project within a particular district. 11. Since the secondary selection criteria is not fully defined within the solicitation, will NCA offer firms subject to a tiebreaker the opportunity to submit responses to specific questions raised by NCA. RESPONSE: NCA will determine the secondary selection criteria and issue an amendment prior to the closing date of the solicitation so firms can determine their qualifications to meet or exceed the requirements of the solicitation. 12. If submitting as a JV, should Section E differentiate between JV personnel by color coding? RESPONSE: It is allowable, however; it is at the discretion of the firm. 13. If submitting as a JV, should Section F differentiate between JV entity projects by color coding? RESPONSE: See previous response. 14. Are firms required to submit a signed copy of clause 3.20 VAAR 852.219-77 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction (SEP 2021) (Deviation) with our submission? If so, is it included in the page count? RESPONSE: Yes, firms should submit a signed copy of clause VAAR 852.219-77 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction (SEP 2021) (Deviation) with their SF330. No, it is not counted in the page limitation. 15. If NCA allows separate District submissions, will you still require a Table of Contents? RESPONSE: Firms will submit one SF330. 16. The Price/Cost table lists 56 possible positions; providing resumes for only the lead / Senior positions brings us to 23 positions, which is nearly half of the page limit. Section H requires a Management Plan, Communications Plan, QC Plan, Lessons Learned, Past Performance, and Lead Designer Portfolio. Section F requires four photographs and a drawing in addition to project information making that section add up to at least 30 pages by itself. Our last SF330 for NCA was nearly 120 pages to meet all requirements. It does not appear possible to provide the required information within a 50 page limitation. Would the Government consider increasing the page limitation? RESPONSE: The page limitation count will not be increased. However, resumes will not count toward the 50-page limitation. The intent of the solicitation is to demonstrate your core business and its self-performing qualifications in those positions. The price list for Stage 2 is an example of the possible disciplines that NCA utilizes for our type of work. Historical contract data indicates firms do not self-perform all disciplines in-house. Therefore, NCA wants firms to demonstrate in their proposal how they will incorporate subcontractor s clauses (VAAR 852.219-77 VA Notice of Limitations on Subcontracting) in future work. 17. Our understanding of the page limitation is it applies to individual districts once the other districts have been removed - for example, if we submit on multiple districts, the combined submitted PDF will be over the page limitation but once the districts other than the one being evaluated are removed, the submission complies with the page limit. Is that correct? RESPONSE: See SF330 Instructions, paragraph e. If your firm is submitting qualification packages for multiple districts, you are only required to submit 1 Title page, 1 TOC, 1 SF330 for Part 1 Sections A, B, C, D and H. The table of content (TOC) will be required to identify each District by Name and Color, these are considered tabs . 18. Are Part II forms included in the page limitation? RESPONSE: Yes, Part II is a part of the page count. 19. Does the copy of current vetBiz.gov SDVOSB certification count toward the page limit? RESPONSE: Yes. The SF-330 including title page, table of contents, and any other relevant information shall not exceed a total of 50 pages in a common font size 12, single-spaced spaced. The Secondary Selection Criteria Section looks like it is not filled out - please clarify what is required. RESPONSE: The Secondary Selection Criteria will be identified in the next amendment. 23. Selection Criteria, D: For Section F, it states, ""At least six (5) out of the ten (10) projects "" Is it five (5) or six (6)? RESPONSE: Should read At least six (6) out of the ten (10) projects must have construction completed. See question 4 24. Item 7 (UEI) is on the Part II form. Is that an acceptable place for inclusion of that information, or would you prefer it to be in Section B which also has item 9 (email and phone for primary POC)? RESPONSE: The SF 330 has a block for it. 25. Item 8 (tax ID) doesn't have a specified location on the SF330. Would it be acceptable to include it in Section B (A-E POC) or on the Part II form? RESPONSE: Tax ID may be included in the same block at the Unique Entity ID on the SF330. 26. Section H requires a Geographic Plan that is district-specific, but the instructions appear to require a single Section H regardless of how many districts are being pursued. Please clarify if separate Section H's should be provided by district. RESPONSE: See SF330 Instructions, paragraph e. If your firm is submitting qualification packages for multiple districts, you are only required to submit 1 Title page, 1 TOC, 1 SF330 for Part 1 Sections A, B, C, D and H. The table of content (TOC) will be required to identify each District by Name and Color, these are considered tabs . 27. Factor 1 is Specialized Experience and Past Performance on Design. Non-design tasks areas such as studies, CMES, CPIS, estimating, and reviews are significant components of the required scope of this IDIQ and the work to deliver projects for the NCA. Please clarify if non-design task area past performance will be considered relevant and evaluated. RESPONSE: Yes, it is relevant and will be evaluated. 28. This section appears to be incomplete, please clarify: (5) Copy of Current A/E state Engineer/Architect License a. If your firm is sending qualification packages for multiply Districts, RESPONSE: It should read, (5) Provide a copy of Current A/E state Engineer/Architect License a. If your firm is sending qualification packages for multiply Districts, you are only required to submit 1 Title page, 1 TOC, 1 SF330 for Part 1 Sections A, B, C, D and H. The table of content (TOC) will be required to identify each District by Name and Color, these are considered tabs . 29. Clause SP20 lists 10 Key Personnel titles including Principal in Charge. This list appears to conflict with the guidance in Appendix B Section C which states ""Only a few individuals in the lead firm and prime consultants will work with NCA on a regular basis. NCA considers these individuals as ""Key Personnel"". Those individuals that best represent your ability to accomplish the requirements of this contract should be prioritized and placed in the first few pages of Section E with those roles clearly noted in Item 13. CEOs and other executive personnel should not be submitted as ""Key Personnel"" unless they have direct responsibility for accomplishing the task orders"" Please clarify if the required Key Personnel for Section E Resumes is the list in SP20 or if Key Personnel are those we determine are the key individuals proposed to work with the NCA on a regular basis. RESPONSE: Each firm identifies its key personnel that is best suited to meet the requirements of this contract. The list contained in SP 20 is an example list of disciplines that may be required post-award at the task order level. 30. SP20 Key Personnel lists ""OTHER"" as Key. Please clarify. RESPONSE: Other indicates the list is not inclusive. Please note this is at the task order level. 31. We cannot find a certification entitled Landscape Commissioning Agent (LCxA). Is demonstrated education and experience designing and overseeing construction of exemplary, high-performing landscape projects similar to those constructed by NCA acceptable? RESPONSE: Question to be answered in a later amendment. 32. For Section F, it states that a portion of the ten (10) projects must have construction completed. Design Firms generally have no control over when a project is slated for construction and no control over the construction schedule. Will the government consider accepting 5 project with completed designs in lieu of 5 projects with completed construction? RESPONSE: The request is for six (6) out of 10 projects that must have construction completed. However, if you have current projects that are ongoing, include the contract number, CO, COR, and PM for the project. This is applicable for NCA contracts only. 33. Factor 2: Professional Qualifications states for Exceptional ""licensed in more than five (5) States"". Good states ""licensed in two (2) States or fewer"" This appears to be a disconnect, please clarify. RESPONSE: There is no conflict or disconnect. This is the rating scale. 34. Appendix A, Manpower Matrix states: ""the Government anticipates the following disciplines will include, but not be limited to"" Is it acceptable to include additional labor categories as Key Personnel we believe are essential and necessary to accomplishing the work? RESPONSE: Each firm identifies its key personnel that is best suited to meet the requirements of this contract. 35. To help conserve space, would the Govt allow a minimum of 10pt font for graphics? RESPONSE: Firms may use a 10pt font. 36. Looking at the page count limitation for the above proposal it appears that we may need a larger page limit in order to accommodate adding sections E&F documents for each separate region into a single proposal. Can you please address this issue? RESPONSE: See SF330 Instructions, paragraph d. The SF-330 including title page, table of contents, and any other relevant information shall not exceed a total of 50 pages in a common font size 12 font, single spaced. What is the deadline for questions to be submitted? RESPONSE: The last day for questions is August 12, 2022. What process will the NCA use post responses to the RFIs (eg: mods posted weekly that addresses the current RFIs or 1 mod answering all RFIs posted on XX date)? RESPONSE: Responses to questions will be issued via amendments as they come in. We are pleased to be in a SB mentor-protégé JV with San Diego Project Management, a SDVOSB, who is a current VA contractor. The team has questions on the aforementioned solicitation (Solicitation # 36C78622R0018, A/E IDIQ National Cemetery Nation-wide) that are provided in the attached document. RESPONSE: NCA appreciates your interest. 40. The subject RFQ requests color coding for each district a firm proposes on, plus it requests color coding to differentiate the prime and their subconsultant team members. I d like to offer a suggestion that will make the evaluation process a bit easier: Define the colors for each district and how these are to be used. As an example, you might designate Blue-Green (RGB values: 0, 101, 103) for Pacific District and require the district name to be in that color in the header for each SF330 page (Section E, F, H) submitted for that district. This is only a suggestion; not an RFI. I hope it helps. RESPONSE: NCA appreciates your suggestion. The color key will be determined by each firm. 41. Reference: A.3 SF 330 Instructions, b. SF330 Date of Receipt/Due Date. The instructions state that Email capacity is limited to seven (7) to ten (10) megabytes (Megs). Please clarify, does that mean that the file has to be between 7 to 10 megs or that the largest a file can be is between 7 and 10 megs. RESPONSE: Each proposed district should be no more than 7 to 10 Megs. We understand that proposing more than one district will exceed this limitation. 42. Reference: A.3 SF 330 Instructions, d. SF-330 page limitation. This paragraph indicates the proposal should be a single application-generated, searchable PDF yet Appendix B Additional Information/Instructions E. SF330 Section H, Additional Information, 6th paragraph states the portfolio of the Architectural or Landscape Architectural Lead Designer is a separate document . Please clarify if it is part of the one pdf or a separate file and RESPONSE: In Stage 1, prospective offerors will assemble their technical teams and submit SF330 Part I and Part II to include detailed information about their proposed team, management plan, and other requirements. In addition, offerors will submit a portfolio of work from the architectural or landscape architectural lead designer portfolio should be included in Section H. The lead designer s portfolio should explain the lead designer s design philosophy and capabilities. Is the Lead Designer s Portfolio part of the 50 page limit? RESPONSE: Yes, the Lead Designer s portfolio is part of the 50 page limit. 43. Reference: A.3 SF 330 Instructions, d. SF-330 page limitation and e. Multiple Districts. If an offeror chooses to bid multiple districts, the requirements state the offeror is to provide separate Section E Resumes, a copy of current A/E state Engineer/Architect License and Section F projects for each district. Please clarify: If separate resumes are required for each district and if so, then please provide additional pages for each district submittal. RESPONSE: Resumes will not count toward the 50-page limitation. If the offeror is using the same individual for multiple districts, do we repeat the full resume or may the offeror state on the resume which districts (including color coding) the individual is proposed RESPONSE: Yes, if you have a sub-consultant that will be your sub-consultant in multiple districts, you can state that. If the offeror is using the same project for multiple districts, do we repeat the full PD or may the offeror state on the PD which districts the individual is proposed RESPONSE: See response to b. If the offeror is bidding multiple districts what is the page limitation for the full SF330? Do offerors get additional pages for each district they bid? We recommend that each offeror be allowed 30 additional pages for each additional district bid, up to a total of 120 additional pages for all districts. RESPONSE: See SF330 Instructions, paragraph e. It appears that the instructions state that for each company represented in Section C, E, F, G and H they should be color coded by company. In addition to this color coding, each district should also be color coded if an offeror is bidding more than one district. Is that correct? RESPONSE: The color coding is to delineate between districts. Should firms need to further delineate for ease of readability, do so. Suggest a color key is provided. 48. Reference: A.3 SF 330 Instructions and Appendix B Additional Information/Instructions. The solicitation indicates the proposal should be a single application-generated, searchable PDF and the size limitation is 7 to 10 Megs. With all the photos and drawings required for the project, we recommend that offerors be allowed to provide multiple pdfs so we can ensure the pdf files are within the size limitations. RESPONSE: NCA understands each agency/company has email size restrictions. We understand the need for multiple emails. When submitting SF330s, if more than one email is sent, please number emails in Subjects as 1 of n . Refer to SF 330 Instructions, paragraph c. 49. Reference: A.3 SF 330 Instructions b. SF330 Date of Receipt/Due Date. Because preparation of a response to this solicitation could result in to five simultaneous proposals, and because of the extent of questions identified, we respectfully request that the proposal due date be extended by one month. RESPONSE: The due date for this requirement remains unchanged for August 22, 2022. 50. Section D on Page 6 of 102 indicates that we will need to provide licenses for all team members, is this correct? We typically just provide license and certifications numbers. This will amount to well over 100 pages of licenses if we include all licenses/certifications for our team. RESPONSE: Copies of licenses are required for all key personnel being submitted. The SF-330 including the title page, table of contents, and any other relevant information shall not exceed a total of 50 pages in a common font size 12, single-spaced spaced. The lead designer portfolio should explain the lead designer s design philosophy and capabilities. 52. Supplement B on Page 8 of 102 shows a Base Contract Price Schedule. We typically don t provide this information at this stage. Does this need to be submitted with our SF330 package? RESPONSE: No, pricing is not required at this stage. This section is for firms that are selected for Stage 2 of the procurement process. 53. The RFP states a maximum page count of 50. However, based on section E, the key personnel resumes will exceed the maximum page count. How do you want us to proceed? RESPONSE: The page limitation remains at 50 page maximum. RESPONSE: The SF-330 including title page, table of contents, and any other relevant information shall not exceed a total of 50 pages in a common font size 12 font, single spaced. The proposal shall be submitted as a single application-generated (not scanned), searchable PDF document. A page is defined as each face of an 8.5 X 11-inch sheet of paper containing information. The page limitation does not apply to the licenses and contract performance evaluations, (i.e., CPARS). Resumes will also not count toward the 50-page limitation. The font size is changed to 10.
