- The US Department of Labor, Office of Job Corps has requirement for a qualified Contractor to provide construction services for HVAC and the replacement of the existing roof at Dormitory Building 1, Gymnasium Building 2 and Building 3 at the Dr. Benjamin Hooks Job Corps Center, 1555 McAlister Drive, Memphis, Tennessee.� THIS IS A SOURCES SOUGHT NOTICE.� In accordance with the Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research.� Market research is being conducted to determine if there are potential businesses with the capacity and experience to perform the required work.� This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal.� A summary of the services to be performed are outlined as follows. As previously noted, this work will require HVAC upgrades and roof replacement services.� The work at Building 1 will involve the removal, disposal, and replacement of 27 roof mounted exhaust fans, and six 20A GFCI service receptacles to power the roof mounted mechanical.� The removal and replacement of the 30,650 square foot EPDM roof system and damaged insulation is also requirement of the services required for Building 1.� Gymnasium Building 2 will require the removal, disposal and the replacement of all HVAC equipment and thermostats (1 rooftop packaged, 3 on-grade packages and one split heat pump).� The removal, disposal, and replacement of the exhaust fans for Men's and Women's locker rooms and janitor closet. The selected Contractor will also be required to prepare and re-coat the existing metal roof system.� The raised metal roof system of Gymnasium area of approximately 16,200 SF surface was coated with expanded polyurethane and coated with a fluid applied hard coating.� The metal roof system to be prepared and re-coated with a polyurethane or silicon coating membrane roofing system. Surface is to be prepared and applied according to the manufacturer's application instructions. �The existing EPDM flat roofing system at the southern end of Building 2, totals approximately 6,350 Gross Square Feet (GSF), consists of a flat EPDM roofing system over a concrete roof deck and installed in 1999. The roofing system is in poor condition, leaks, and will require full replacement.� The work at Building 3 will require the removal, disposal, and replacement of 18 rooftop units. The installation of a new HVAC split ductless system for the Carpentry shop will be required. The selected Contractor shall also be required to recover single ply EPDM roofing system of approximately 73,150 SF. Replace the wet or damaged existing insulation in-kind along with raised mechanical roof curbs to meet Roofing Manufacturer warranty height requirements. The �roof recovery system� entails the existing single layer roofing system remaining with a single layer of membrane roofing applied over it.� Water saturated areas of the roofing substrate, i.e., insulation, are removed and replaced with like and in-kind materials prior to placement of the single layer of new roofing. The estimated price range is between $5,000,000 and $10,000,000. Firms interested in this requirement are requested to submit a statement of qualifications.� Your statement of qualifications should demonstrate the capacity of your firm to provide the services outlined in this notice, and shall also include the following information:�� 1. Previous projects of similar scope and value Your submittal shall demonstrate that your firm has performed design-build (design and construction) services on two and more HVAC equipment dispose and installation of new in-kind equipment and roof repair and purlin roof coating application projects with a $5M to $10M constructed value within the last five years. Provide two or more design-build (design and construction) projects which include EPDM roofing system replacements successfully completed by your firm within the last five years.� 2. Project Location� Your project examples shall include three or more roofing and HVAC construction projects performed in the last five years that are in the region of the country where this project is located indicating familiarity with local conditions and subcontracting community. Include the location of the project (City and State), project owner, a concise description of the project scope, specialty design consultants employed, and a comparison of the construction budget versus the contract award, and final contract amount.�� 3. Cost control, project schedule, safety, and quality work Your previous project examples shall demonstrate a proven record of excellent performance by completing projects on or ahead of time.� Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. Include with your submission those project that demonstrate a proven record excellent performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and the percent of change order value relative to the construction value for each project.� Provide your established Safety and Quality Control procedures and protocols consistently applied to all projects.� 4. Financial Capabilities Your bonding capacity shall also be included with your submission.� Please provide your aggregate and per project bonding, capacity limits. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate and financial, human capital and technical resources required to perform similar requirements. Your submittal should not exceed 10 pages.� The due date for response to this Notice is no later than August 22, 2022, by 2:00pm EDT and shall be submitted to Eileen Garnett, Contract Specialist, US Department of Labor/OASAM/OSPE/JCAS, A/E and Construction, via email to: garnett.eileen@dol.gov.�HUBZone, small disabled veterans, small, disadvantaged businesses, 8(a) certified, and women owned, and large business concerns are encouraged to submit a response to this notice.� The NAICS for this requirement is 238220.� Acknowledgement of responses will not be made, nor will respondents be notified regarding the results of the Government�s evaluation of the information received.� The determination to proceed with the acquisition is at the discretion of the Government.
