Description
The Government hereby submits a notice of intent to award an Indefinite Delivery/Indefinite Quantity Contract type to Express Scripts, Inc. Emergency Prescription Assistance Program (EPAP)-enrolled pharmacy in the nation or U.S. territory to ASPR- identified as prescription drugs, medical supplies, and limited Durable Medical Equipment (DME) for individuals who were affected by a major disaster or emergency. The individual Task Orders will be executed during this contract for activation and de-activation phases in response to a public health emergency will be determined by the Department of Health Assistant Secretary of Preparedness and Response (ASPR). The period of performance for this effort will be a 12-month base period and 4 12-month option periods after the contract award. The total estimated value is not to exceed $20M. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This hereby constitutes a synopsis of the options included in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the national solid waste recycling measurement initiative. The determination not to compete in this proposed contract action is solely within the discretion of the Government. �Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
