Description
The U.S. Department of Commerce (DoC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) located at 1325 East-West Highway, Silver Spring Metro Center Building 2, Silver Spring, MD 20910 intends to award a contract to GeoSync Microwave, Inc. on a sole source basis in accordance with 41 U.S. C. 3304(a)(1) as implemented by Federal Acquisition Regulation Part 13.106-1(b)(1) � �Soliciting from a Single Source� The proposed source is GeoSync Microwave, Inc. located at 320 Oser Avenue, Hauppauge, NY 11788. This procurement is for two (2) Spare S-Band Test Loop Translators. � Background: NESDIS is the agency responsible for the operation of the U.S. Space Force (USFF) Electro-Optical Infrared Weather System Geostationary (EWS-G) orbiting meteorological satellites. The Office of Satellite and Product Operations (OSPO) provides a wide array of operational products and operates various computer and communications systems on a 24-hour, seven days a week schedule. Scope or Mission: This procurement is to provide spare S-Band Test Loop Translators to be used as backup for the S-band test Loop Translators presently in operations in the 16.4m and 13m antennas at Remote Ground Station (RGS) in Dongara, Australia.� Two units will be purchased (one for the 16.4m antenna and the other for the 13m antenna) with details laid out in the attached Bill of Material (BOM). Technical Specifications: Model: TRE-2027-1685-62902 S-Band Translator Quantity: 2 See Attached Bill of Materials for exact details. �Period of Performance: Date of Contract Award to 180 Days after Contract Award. Special Requirements: None Sole Source Justification: The Test Loop Translators currently in use are from GeoSync Microwave. The spare units purchased will need to perform exactly the same way as the operational units. An acquisition of non-compliant support of this equipment from other vendors would cause an unacceptable degradation in the ranging functionality. Use of equipment from any other vendor could also result in the need to rewrite the Monitoring and Control software. Market research returned no alternative items that would perform the same as the product from GeoSync. GeoSync does not use any distributors.� The acquisition of the spares test loop translators therefore must be made from the manufacturer of the currently operational units, GeoSync Microwave. The Government anticipates a firm-fixed priced contract.� ��� This notice is published for informational purposes only and is not a request for competitive quotations. However, any firm who believes they can meet this requirement may submit a response in writing.� � Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company�s ability to meet the above requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than 10 calendar days after publication of this synopsis to the person listed as the Government Point of Contact in this announcement.� All questions must be submitted in writing to the attention of the Government Contract Specialist.� If no responses are received, the Government will proceed with the sole source negotiation.�� NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS.
