Description
This survey is published in compliance with Federal Acquisition Regulation (FAR) Part 10, (Market Research). The purpose of this survey is to determine the availability and adequacy of potential business sources currently available to repair the listed spare parts for the AN/VAS-5B DVE. There is no solicitation at this time. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred in responding or in any subsequent exchange of information. The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to issue a sole source award to�DRS Network & Imaging Systems (DRS) LLC, 100 N Babcock St, Melbourne, FL 32935 under the statutory authority permitting Other Than Full and Open Competition�10 (U.S.C.) � 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor, DRS, retains proprietary rights to the technical data package (TDP) for the�AN/VAS-5B Driver�s Vision Enhancer (DVE) Line Replaceable Units (LRUs). Requirements Description: The AN/ VAS-5A and AN/VAS-5B are an uncooled thermal imaging systems developed for the use of drivers operating a multitude of Combat Vehicles (CV) and Tactical Wheeled Vehicles (TWV). The system consists of a sensor, a pan and tilt assembly, and display screen. The Driver�s Vision Enhancer (DVE) is a top priority system of the US Army Armor Center and other Training and Doctrine Command (TRADOC) that supports a wide variety of vehicles within Heavy Brigade Combat Team (HBCT), Infantry Brigade Combat Team (IBCT), Stryker Brigade Combat Team (SBCT) and other Active Army and Army National Guard Units. The Government does not intend to award a contract on the basis of this Request for Information (RFI) or reimburse any costs associated with the preparation of responses to this RFI. This RFI is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential repair services action and/or to assist in making acquisition strategy decisions in the future. The potential vendors will prove they have the capability to repair DVE parts that manufactured DRS. The responses must include documentation such as drawings, test results, or other technical information demonstrating that the suppliers can repair the above items. All proprietary and restricted information shall be clearly marked. Please complete the following questions. Provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort. 4) Describe the qualifications of your engineering staff who have experience in the repair of the contract requirements in Table 1. 5) Describe your company's experience in identifying the test equipment required for the test and inspection of the components and parts listed in Table 1. 6) Describe your company�s experience in managing obsolescence issues. 8) Is there any current DMSMS affecting any product within this RFI. 9) Does your company maintain a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues?� If so, please elaborate on the Program and Assessment tool(s). 10) Describe your company�s experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. 11) Discuss your company�s capability in meeting US Government contracting delivery requirements. 12) Do you have product/s or keep products in stock?
