Description
Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing ALBANY FUEL TANK NON-DESTRUCTIVE TESTING/INSPECTIONS. The North American Industry Classification Systems (NAICS) is 237120. Responses to this notice must be submitting in writing (email) and must be received not later than August 10, 2022, at 10:00AM. Email: Janice.Brooks@va.gov. No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 237120. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Statement of Work Fuel Tank Non Destructive Testing and Inspection Stratton VAMC Introduction Stratton VAMC s mission is to provide world class healthcare for veterans in the capital region and upstate New York. Background /Objective The Stratton Veterans Administration Medical Center, located at 113 Holland Avenue, Albany NY 12208 is requesting a contract to provide all labor and materials to perform nondestructive inspection (NDI) of our 4 fuel storage tanks located in our tank vault. This work shall be in accordance with local jurisdiction, 6 NYCRR, STI-SP001, API-570, OSHA guidance and best practices. Place of Performance Stratton VAMC Bldg. 4 tank vault. Period of Performance- Work shall begin within 2 weeks of notice to proceed and take no longer than 2-3 workdays to complete. Data analysis and final report is required within 3 weeks of completed inspections. All work shall be performed Monday thru Friday, 730 AM to 4 PM. Scope of Work Visual inspection, NDT inspection, analysis and reporting. of four (4) tanks made of Carbon Steel, 20,000-gallon capacity ea. Specific Tasks Contractor shall furnish all parts and labor to accomplish visual inspection of four (4) fuel tanks, performed by trained personnel competent in tank design and damage mechanisms. This work will be in accordance with local jurisdiction, 6 NYCRR, STI-SP001, API-570 and best practices. Contractor shall furnish all parts and labor to accomplish Non-Destructive Testing (NDT) of 4 fuel tanks. testing must be performed by trained personnel meeting the requirements of SNT-TC-1A. Contractor shall furnish all labor and materials to evaluate and report on the mechanical integrity of the fuel tanks Evaluations shall be performed in general accordance with the codes & standards listed above in E. 1. All final submittals shall be reviewed and approved by a senior engineer and a certified inspector. Any deficiencies found during the analysis phase shall be communicated via the final report. Reports shall include: Visual inspection results Repair recommendations with criticality ranking Inspection pictures Future inspection intervals NDT inspection results UT thickness data Calculated minimum thickness Wastage rates (if previous data is available) Remaining life expectancies (if previous data is available) Government Furnished Property- The VA will provide personnel to coordinate inspection activities. Any available equipment files reflecting original design, original equipment manufacturer construction drawings, repair documentation, and inspection records. And any scaffolding (or Other means) to allow for safe inspection access.
