Description
Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing ALBANY SEAL TANK VAULT SECONDARY CONTAINMENT. The North American Industry Classification Systems (NAICS) is 237120. Responses to this notice must be submitting in writing (email) and must be received not later than August 10, 2022, at 10:00AM. Email: Janice.Brooks@va.gov. No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 237120. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. STATEMENT OF WORK SEAL TANK VAULT SECONDARY CONTAINMENT STRATTON VAMC ALBANY Introduction Stratton VAMC s mission is to provide world class healthcare for veterans in the capital region and upstate New York. Background /Objective The Stratton Veterans Affairs Medical Center (VAMC) is currently seeking a contract to seal the floor, sumps and wall base of our tank vault that acts as secondary containment, @4,600 sq ft. This service is required to ensure the area can contain any spills/leaks of our fuel tanks should the primary containment fail. Place of Performance Stratton VAMC, Bldg. 4, Tank Vault (See Appendix-A) Period of Performance The services should be completed within 3 weeks of notice to proceed or material delivery whichever is shorter. Scope of Work Clean and prep floor, sumps and 6 wall base for application of ARC CS2 thin film industrial coating sealant or equal and apply sealant according to manufacturer s specifications @4,600 sq ft. Contractor shall furnish all labor and materials to thoroughly clean and prepare the tank vault floor, sumps and base of wall for application of sealer. ARC CS2 thin film industrial coating; -Composition Matrix- A modified epoxy resin reacted with polyamidoamine curing agent. -Reinforcement (Proprietary)- Blend of surface modified mineral reinforcements. -Cured Density- 1.3 gm/cc 81 lb./ cu.ft. -Tensile Adhesion- (ASTM D 4541)- >35.1 kg/cm2 (>3.4 MPa) >500 psi Concrete Failure -Compressive Strength- (ASTM D 695)- 680 kg/cm2 9,650 psi -Tensile Strength- (ASTM D 638)- 240 kg/cm2 3,380 psi -Tensile Elongation- (ASTM D 638)- 4.7% -Flexural Strength- (ASTM D 790-) 410 kg/cm2 5,800 psi -Flexural Modulus- (ASTM D 790)- 2.5 x 104 kg/cm2 3.5 x 105 psi -Thermal Compatibility to Concrete at 5 cycles/dry/< -10°C to 50°C (<14°F to 122°F) (ASTM C 884 Modified)- Pass. -Hardness Shore D- (ASTM D 2240)- 87 -Vertical Sag Resistance, at 21°C (70°F) and 150 (6 mils)- No Sag Inspection Upon completion of the service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that area is sealed and cleaned of all debris. No invoices will be processed for payment prior to the completion of POC inspection APPENDIX-A
