- The U.S. Army Contracting Command - New Jersey, on behalf of Program Manager Towed Artillery Systems (PM TAS), intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) contract for�eTALIN II Software Two-Position Accuracy Feature Upgrades to Honeywell International Inc., 13350 US Highway 19 North Clearwater, FL 33764-7290. The Limiting Competition at or below the Simplified Acquisition Threshold cites for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
