- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Ohio Medical, on a sole source basis to provide Wall Suction (Vacuum) Regulators at the NIH Clinical Center (CC). The CC Standardized to Ohio wall suction regulators in 1999, based on clinical need and best practices. The CC has many Ohio regulators that are older than 15 years, past the estimated useful life of a wall suction regulator as defined by the American Hospital Association. There is an urgent need for wall suction regulator lifecycle replacement.� Push-To-Set Adult Intermittent Suction Regulators by Ohio Medical Manufacturer are the only wall suction with this type of knob operation. Any deviation with operation of wall suction equipment operation will pose a risk to patients. This wall vacuum equipment has been cultured repeatedly for contact tracing by Hospital Epidemiology with no indication as a transfer device for any nosocomial infection in the Clinical Center. Inconsistent features and operations of Medical equipment layout and controls are preventing clinicians to follow NIH Protocols. These Protocols require consistency in wall suction layout, configurations, accessories, and operations. Protocol based clinical care requires absolute consistency and reproduce ability in examining sequence, biopsies, suction draws and patient positioning to include intermittent mode for nasogastric drainage and C.A.S.S. and a continuous mode for tracheal, pharyngeal, surgical suctioning or chest drainage.� If any other Wall Suction System (Gauges, tubing, and canisters) is introduced to the Clinical Center, there would be an inconsistency of applications within the Clinical Center could pose a patient safety issue, NIH CC safe practice and culture will be compromised, the risk of a possible new source of infection, and the possible incompatibility with the current supply of tubing�s and canisters.� As such, no other vendor is capable of providing the Government with the wall suction.� This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
