Description
Confirm different phases or sub-phases can be performed simultaneously? Answer: Note that the project phasing is to stay as depicted on the drawings, consisting of four phases not concurrent. We do not need more than the four phases depicted on the Phasing plan. They cannot be done concurrently as requested otherwise it would not be a phased project. Please confirm this Project is tax exempt. Answer: The contractor can directly request tax exemption from your supplier by providing a copy of the contract as evidence to establish tax exemption. This is our Federal Acquisition Regulations (FAR) directive regarding tax exemption: FAR 29.303 (b)- When purchases are not made by the government itself, but by a prime contractor or by a subcontractor under a prime contract, the right to an exemption of the transaction from a sales or use tax may not rest on the Government s immunity from direct taxation by states and localities. It may rest instead on provisions of the particular State or Local law involved, or, in some cases, the transaction may not in fact be expressly exempt from the tax. The government s interest shall be protected by using the procedures in 29.101. Confirm CQC Manager and Safety Health Manager are the only key personnel for this Project and Safety Manager can perform the role of CQC as well on same Project? Answer: Per Specification Section 014500, 3.4, A. the contractor will need a Design Quality Manager to address visitor and patient temporary protection, and scaffolding design that are addressed by means and methods. Per Specification Section 014500, 3.4, A. the Safety and Health Manager is to be independent of the CQC System Manager. Confirm special inspections/testing is the responsibility of Government? Answer: The special inspector will be a third party contracted by the VA. The contractor is to provide a 30-calendar day advanced written notice per 014535, paragraph 1.3.B. Advise on Air monitoring for asbestos is the Government responsibility? Answer: Per specification section 028213.21 Asbestos Roof Abatement, the contractor is responsible for monitoring, inspection and testing through their CPIH/CIH. Per the same specification, the VA will employ an independent VPIH/CIH consultant or use its own IH to perform services on behalf of the VA. Confirm that commissioning is required for roofing work only? Answer: There is some testing and balancing for the exhaust duct as shown on M-401 but this is not at a commissioning level of effort. Advise if phased commissioning is required on this Project? Answer: The project is required to be performed in phases. Therefore, the commissioning should be phased. Confirm the existing roof manufacturer and if the existing metal roof is under warranty? Answer: To the best of the VA's knowledge the existing roof is no longer under warrantee. It is being replaced in total for that portion of the roof. Confirm how many entrances of facility are to be opened and protected?  Could we limit use of entrance during the corresponding roof phase ? Answer: All entrances/egress are to remain accessible throughout the construction project. None can be closed. They are to provide overhead fall protection canopy/shed to ensure the safety of our patients and staff for the duration of work during that particular Phase. Confirm the railing repair work is including the cleaning and painting of that portion only which lies below the bottom rail not entire post? Answer: The design intent of Detail 6 on drawing A-502 is to grind clean, remove all rust/corrosion on the vertical post, from the bottom horizontal rail on down to the connection bracket. Drawing GS102 Key Note 2, 3, 4 and 9 stated to provide Temporary covered protection, please confirm if Sidewalk shed is required on all these locations? Answer: We assume you meant GC-102 as we do not have a drawing GS-102. Yes all of those areas are to have overhead protection / shed. Confirm that CQC Manager will be required for full duration of Project? Answer: Per Specification Section 014500, 3.4, A and B. the CQC Manager is required to be onsite at all times during construction. Also, the Project Supervisor and Competent Person with a 30 hr. OSHA certificate shall be on site continuously, throughout the construction project. Confirm if both CQC Manager and Safety Health Managers are required for full time on this Project? Answer: Per Specification Section 014500, 3.4, A and B. the CQC Manager and Safety Health Manager are required to be onsite at all times during construction. Also, the Project Supervisor and Competent Person with a 30 hr. OSHA certificate shall be on site continuously, throughout the construction project. Advise if Safety health Manager can perform the duties of CQC Manager in same Project? Answer: Per Specification Section 014500, 3.4, A. the Safety and Health Manager is to be independent of the CQC System Manager. Provide the manufacturer of existing metal roof? Answer: The VA and A/E do not know who manufactured the existing metal roof. To the best of the VA's knowledge the existing roof is no longer under warrantee. Drawing HA-101 is showing a location and Quantity for Asbestos removal. Please confirm if it is the only location where we have to perform asbestos abatement. Answer: This is the only location noted for asbestos containing material removal. Confirm if Contractor need to collect extra air samples apart from the scope in Drawing HA-101 for 30 SF on Concrete Supports Answer: Per specification section 028213.21 Asbestos Roof Abatement, the contractor is responsible for monitoring, inspection and testing through their CPIH/CIH. Per the same specification, the VA will employ an independent VPIH/CIH consultant or use its own IH to perform services on behalf of the VA. Provide the Asbestos test report for this Project Answer: Drawing HA101 shows the asbestos abatement work in its entirety. Work the drawings with Specification Section 028213.21 Asbestos Roofing Abatement. Does contractor need to perform additional asbestos testing, please confirm? Answer: No. All hazardous material testing has been completed during the design period. Refer to Note 3 on drawing HA101 regarding suspect material. ACM sampling test results are available upon request.
