Description
SOURCES SOUGHT NOTICE Hospitalist and MOD Physician Services The Great Lakes Acquisition Center (GLAC), on behalf of the Tomah Veterans Affairs Medical Center, 500 East Veterans Street, Tomah, WI, 54660, is seeking interested and capable vendors to provide Hospitalist and Medical Officer of the Day (MOD) Physician Services. The anticipated NAICS code is 561320 with a small business size standard of $30 million. Below is a brief description of the requirement. The Contractor shall furnish all technical support, management, and personnel necessary to perform onsite Hospitalist and Medical Officer of the Day (MOD) Physician Services to eligible beneficiaries of the Department of Veterans Affairs, Medical Center, Tomah, Wisconsin. The total number of physician hours needing to be covered through the contract is 2,132 or 1.025 FTEE. The period of performance shall be for a base period of one year (anticipated to begin ASAP) with four one-year options to extend, which are exercised at the Government s discretion. Contractor s Physicians shall be scheduled to work as follows, including on federal holidays: MOD services are required on Saturdays from 8:00 a.m. until Sunday at 8:00 a.m., with two physicians covering these hours, working 12 hours each.  Hospitalist services are required on Saturdays and Sundays from 8:00 a.m. to 4:30 p.m. All contractor s physicians shall be Board Certified/ Board Eligible in Internal Medicine or Family Medicine and have a minimum of two (2) years clinical practice experience. Additionally, all contractor s physicians shall be certified in BLS and ACLS by a provider recognized by the American Heart Association (AHA), and shall maintain certification for the duration of the contract. Renewal of BLS and ACLS certification is the responsibility of the contractor and will not be provided by the VA. The contracted Hospitalist/MOD shall provide physician services covering approximately 210 beds on the following units: 10-bed Acute Hospital Unit (which can be expanded by an additional 10 beds for stable COVID patient management), Residential Rehabilitation and Treatment Program (RRTP), Acute Psychiatric, Nursing Home, and Urgent Care. The patient population treated at the Tomah VAMC consists of Veterans with varying medical, psychiatric, and psychological needs. The contractor's employees will be under the general oversight of the Medical Director for Acute Care. The Medical Director for Acute Care or designee will provide work assignments and professional direction. The physicians will be granted privileges based on his/her expertise and the needs of the VA. The Hospitalist shall primarily provide physician services on the Acute Hospital Unit. The average number of patients on the unit is 3. The MOD shall primarily provide physician services on the Urgent Care Unit, which is typically 6-8 patients during the day on Saturday and 3-6 patients on Sunday, as well as provide medical oversight and address emergencies throughout the facility, to primarily encompass the Nursing Home beds. The MOD shall additionally process admissions to the Mental Health units and may contact the Psychiatrist on duty by phone for assistance as needed. At night, the MOD may also be required to respond to call on the Hospital Unit, which is typically less than 1 call per night. The contract physicians shall participate in the Tomah VAMC s Performance Improvement (PI) program in accordance with The Joint Commission requirements and local policy. This shall include monitoring of clinic processes; patient outcomes and satisfaction; peer reviews (up to approximately 30 reviews every six months); data analysis; and collaborative design and operationalization of improvement opportunities. Contract physicians PI activities may be directed by Tomah VAMC, Veteran s Integrated Service Network (VISN) 12 or Veterans Health Administration (VHA), as well as accreditation or licensing bodies. The contract physicians shall abstract, compile and report PI data as requested by Tomah VAMC. Data collection methodology, report format, and reporting deadlines will be defined by Tomah VAMC. Contract physicians will not be required to attend QI/PI or staff meetings, but shall review and acknowledge meeting notes, minutes, and/or recordings of the meetings. All qualified firms that believe they can provide the required services are encouraged to respond with the following: Firm s background and experience in providing Hospitalist and Medical Officer of the Day Services. Firm s current certificate of liability insurance. Firms shall provide CVs/resumes for each physician Indicate the availability (potential start date) and applicable position (Hospitalist or MOD) for each physician. Firms that are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) shall include proof of verification in the VIP database at www.vip.vetbiz.va.gov/. All small businesses shall indicate whether or not these services can be provided in compliance with the Limitations on Subcontracting. All-inclusive pricing (including travel and lodging) shall be provided and will be used as market research. Include regular hourly and federal holiday rates. This Sources Sought Notice will be used to identify potential vendors that would be interested and capable of providing qualified Hospitalist and MOD Physician Services, and to assist the Contracting Officer in identifying VOSB/SDVOSB firms. It is for market research purposes only and shall not be considered as a request for quote or as an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this announcement. Information submitted in response to this Sources Sought Notice will not be returned. A determination by the Government based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purposes of determining set-aside opportunities. All interested firms capable of providing the above services shall submit a response including the documentation above via email to becky.cincotta@va.gov no later than Monday, August 8, 2022, at 3:00 p.m. local time.
