THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any costs incurred in developing information provided to the Government. PROPOSED NAICS: 541620 PSC: B510 SIZE STANDARD: $16.5MILLION LOCATION OF WORK: NATIONWIDE The United States Department of Agriculture (USDA) Forest Service (FS) is conducting market research for sources that are capable of providing the following services: SCOPE OF WORK Develop and host a web-based fires comparison dashboard (hereafter, �dashboard�) that Agency representatives can use to aid prioritization of existing and emerging wildland fires. Upon initiation of the project, the vendor will process, format, and display data received from the USFS at a password protected site. Initially, data provided by USFS to the vendor will consist of manually-generated impacts to High Value Resources and Assets (HVRAs) summarized in tabular format using fire progression forecasts generated by Fire Behavior Analysts (FBANs) or Long-Term Analysts within the Wildland Fire Decision Support System (WFDSS) tools such as Near Term Fire Behavior (NTFB) and Fire Spread Probability (FSPRO), and Automated forecasts generated using a spatial fire growth modeling system. Vendor will automate generation of HVRA impacts from a given set of fire perimeters. With this new workflow, the USFS will provide fire perimeters as GIS shapefiles and tabular HVRA impact data�from national risk assessments�that will be automatically generated by the vendor and refreshed on the dashboard. An additional component of the statement of this work involves monitoring ongoing and emerging fires and ensuring they are added to the automated fire growth modeling system in a timely and accurate manner. The scope of work is broken into the following tasks: Task 1 - Develop an automated process to allow USFS to provide incident-specific fire forecast GIS data that does not require manual intervention Task 2 - Develop an automated pipeline for calculating HVRA impacts from shapefiles provided in Task 1 and automatically add resultant tabular data / statistics to the dashboard Task 3 - Host and maintain the Agency-facing dashboard to display data in an easy-to-interpret and timely manner, ensuring high availability particularly during times of heavy fire activity or multiple emerging fires Task 4 - Continue to make aesthetic and functional enhancements to the dashboard such as including impacts to historical buildings, critical habitat, and smoke impacts Task 5 - Develop a mechanism for USFS to �match drop� ignition points in the automated fire growth modeling system and ensure that emerging fires are added to the forecast system in a timely manner Task 6 - Enhance/improve the automated forecast system as directed by USFS, particularly in the areas of fire perimeter initialization and model calibration/validation As part of its market research, USDA FS is issuing this Sources Sought to determine if there exist an adequate number of qualified interested contractors capable of providing the requirement. The Government may use the responses to this Sources Sought for information and planning purposes. This Sources Sought is only for the purpose of identifying potential sources as part of USDA FS market research. No Request for Quote (RFQ) exists; therefore, do not request a copy of the RFQ. If you are an interested vendor, please provide the following information: 1.) Business name and point of contact; 2.) SAM Unique Entity ID; 3.) Business size; and 4.) A brief Statement of Capability. Responses to this Sources Sought are not quotes on which USDA FS can issue any contract. This Sources Sought is issued for information and planning purposes only and does not itself constitute a Request for quote (RFQ) or other solicitation type. All information received in response to this Sources Sought marked ""Proprietary"" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the Sources Sought will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought. USDA FS will not pay for information received in response to this Sources Sought.
