Description
The Air Technical Applications Center (AFTAC) , Nuclear Treaty Monitoring (TT) Directorate, Patrick Air Force Base, Florida, Contracting Office AMIC DET 2 OL/PKA (Patrick AFB FL) intends to solicit and negotiate with one source to �G�ralp Systems Limited�� The statutory authority for this acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1 (a) (2) (iii) (B), only one source is available for this acquisition which can prevent a substantial duplication of cost to the Government that is not expected to be recovered through competition.� This contract is intended to purchase Guralp parts, pieces, and fixtures that will be used to enhance the current ability to refurbish seismic equipment and enhance training to Central Repair Facility Airmen. The scope of this effort, starting 150 days after award, is to obtain internal instruments parts and pieces, as well as test fixtures, in order to enhance our test, repair, and training capabilities.� The contractor shall ensure that all applicable Commercial-Off-The-Shelf (COTS) IA and IA-enabled products comply with AFI 17-130, Air Force Cybersecurity Program Management. The contractor shall provide special asset tags IAW MIL STD-130, DODI 88320.04, Item Unique Identification (IUID) Standards for Tangible Personal Property and DFARS 252.211-7703, Item Identification and Valuation.� In order to ensure new design enhancements and technological updates or advances, the contractor shall offer, under this DO, hardware and software components available to the contractor's commercial customers. Furthermore, the contractor shall make available any commercially available updates to the hardware and software provided under this DO.� �All activities will be under the guidance and direction of AFTAC and in compliance with international treaties. The North American Industry Classification System Code (NAICS) is 334519. Therefore, it has been determined that G�ralp Systems Limited is the only responsible source capable of collecting and providing this service.� No solicitation package will be issued.� This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fourteen (14) days of the issuance of this notice. �AMIC DET 2 OL/PKA (Patrick AFB FL) will consider responses received by 13:00 P.M., EST, on 12 August 2022.� Inquiries will only be accepted�via email to Mr. Joshua Aceved at joshua.acevedo.1@us.af.mil and Mr. Neil Belden at neil.belden.1@us.af.mil.� No telephone requests will be honored. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. 5352.201-9101 OMBUDSMAN (OCT 2019) (a)�An ombudsman has been appointed to hear and facilitate the resolution�of concerns from offerors, potential offerors, and others for this�acquisition. When requested, the ombudsman will maintain strict�confidentiality as to the source of the concern. The existence of the�ombudsman does not affect the authority of the program manager,�contracting officer, or source selection official. Further, the�ombudsman does not participate in the evaluation of proposals, the�source selection process, or the adjudication of protests or formal�contract disputes. The ombudsman may refer the interested party to�another official who can resolve the concern.��� (b) Before�consulting with an ombudsman, interested parties must first address�their concerns, issues, disagreements, and/or recommendations to the�contracting officer for resolution. Consulting an ombudsman does not�alter or postpone the timelines for any other processes (e.g., agency�level bid protests, GAO bid protests, requests for debriefings,�employee-employer actions, contests of OMB Circular A-76 competition�performance decisions).� (c) If resolution cannot be made by the�contracting officer, the interested party may contact the ombudsman, Lt Col Aaron D.
