Combined Synopsis-Solicitation for Commercial Items VHAPM Part 813.106 SAP: Soliciting Competition & Evaluation of Quotations SOP Page 3 of 5 Original Date: 10/12/17 Revision 04 Date: 06/10/20 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC_2021-05 3-10-2021. This solicitation is set-aside for: Small Business The associated North American Industrial Classification System (NAICS) code for this procurement is 311423, with a small business size standard of 750 employees. The FSC/PSC is 7360 The VA Hudson Valley Health Care System s Franklin Delano Roosevelt Hospital And Castle Point VA Medical Center has a requirement for purchasing Meals Ready to Eat (MRE) food and water to the patients, residents, and staff in the event of an emergency or natural disaster. These meals must meet the various dietary requirements of our patients/residents, as well as be suitable for modified consistencies. We must also have vegetarian meal offerings available to accommodate this dietary preference. The meals should require minimal preparation, no refrigeration, and be able to be served without electricity. Brand name or equal will satisfy this request. Requirement / Specifications: Contractor will provide both emergency food with a minimum shelf life of 10 years and emergency water supplies with a minimum shelf life of 50 years respectively. A five-day menu to provide for variety will be available along with a nutritional analysis. Each day shall contain a breakfast, lunch, dinner, and snack. Each day will contain approximately 2000 calories and 90 grams of protein. Available menu meets the needs of therapeutic diets, modified consistencies, such as, purees and have vegetarian meal options available. Training resources and guides are required. The contractor will provide liability coverage should the product not meet its shelf stable shelf life. All emergency food and water will be delivered to the Montrose and Castle Point campus and be stored accordingly. All deliveries will be at the Nutrition and Food Service Loading docks.
