VA TVHS Engineering Service SOW 06.22 1 STATEMENT OF WORK WET CHEMICAL FIRE PROTECTION SYSTEMS AND PORTABLE FIRE EXTINGUISHERS TVHS, Nashville and Murfreesboro Campuses 1. INTRODUCTION AND SCOPE OF WORK Provide all labor and material necessary to perform semi-annual maintenance on hood fire suppression systems listed below for the Tennessee Valley Healthcare System. All work shall be performed in accordance with NFPA 17a, (latest edition) on the maintenance of wet chemical fire protection systems. Work shall include replacement of all fusible links, semi-annually and annually as required by code. (Approximately 54 fusible links). Nashville VA Medical Center 1310 24th Avenue South Nashville, TN 37212 Safety First ARS Wet Chemical System: Main Kitchen Rm. #1D131 (one each) Canteen Kitchen- Rm. #1E114 (two each) Murfreesboro Alvin C. York VA Medical Center 3400 Lebanon Pike Murfreesboro, TN 37129 Ansul R101 Fire Suppression System: Main Kitchen Rm. 102, Bldg. 2 Patient Dining Room- Rm. 104. Bldg.2 Canteen Rm. 106, Bldg. 107 Canteen Kitchen - Rm. 106C, Bldg. 107 Scope of Work will include base + 4 option year provisions. Base Year: 10/01/2022 to 09/30/2023 Option 1: 10/01/2023 to 09/30/2024 Option 2: 10/01/2024 to 09/30/2025 Option 3: 10/01/2025 to 09/30/2026 Option 4: 10/01/2026 to 09/30/2027 c. Annual maintenance inspection of all portable fire extinguishers per NFPA 10 (approximately 800 units total) located at the Nashville and Murfreesboro VA Medical Centers. d. Semi-Annual Test and Inspection of the following suppression systems at the Nashville Campus: (1) KIDDE IND-21 DRY INDUSTRIAL SYSTEM (1 CYLINDER AND 2 NOZZLES) LOCATED IN THE NASHVILLE CAMPUS HAZMAT TRAILER (2) HFC-125 FE-25 CLEAN AGENT SYSTEM (CHEETAH FIRE PANEL, EIGHT (8) CEILING SMOKE DETECTORS, TWO (2) HOLD/ABORT BUTTONS, EIGHT (8) HORN/STROBES, ONE (1) PULL STATION, AND TWO (2) CYLINDERS [HFC-125 WT 393.00, GROSS WT 77.50]) LOCATED AT NASHVILLE CAMPUS HOSPITAL DATA ROOM 2. REQUIREMENTS WET CHEMICAL FIRE PROTECTION SYSTEMS: a. INSPECTION SCHEDULE: Semi-annual preventive maintenance inspections shall be performed during the months of MARCH AND SEPTEMBER. Work must be performed in such a manner as to minimize any disruption to the kitchens. b. All work shall be performed between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, excluding federal holidays. All work shall be coordinated through the Contracting Officer s Technical Representative (Supervisory Safety Engineer). The contractor shall sign in/out at the Engineering Office of the campus being visited. All reports shall be forwarded to the COTR within five (5) workdays. All deficiencies shall be brought to the attention of the COTR immediately for corrective action. c. The vendor shall conduct all inspections in accordance with the manufacturer s listed installation/maintenance manual and NFPA 17a (current edition). Maintenance of the Wet Chemical Fire Extinguishing Systems shall be that the extinguishing systems meet all relevant fire codes and standards at all times during the terms of the agreement. Maintenance shall include, but not be limited to, the following items: (1) Inspections to see that the hazard has not changed. (2) An examination of all detectors, the expellant gas container(s), the agent container(s), releasing devices, piping, hose assemblies, nozzles, alarms, and all auxiliary equipment. Verification that the agent distribution piping is not obstructed. The following methods may be used for verifying that the piping is not obstructed. In the event the system is taken out of service to complete this verification the vendor must provide an alternative means of fire protection or assure that food production is not interrupted. In the event that the system is discharged, the vendor is responsible for recharging the system and returning it to its ready state. 1. Disassembly of all piping 2. Purging of piping with nitrogen or dry air 3. Conducting a full or partial discharge test 4. Other methods recommended by the manufacturer e. Where semi-annual maintenance of any wet chemical containers or system components reveal conditions such as, but not limited to, corrosion or pitting in excess of the manufacturer s limits, structural damage or fire damage, or repairs by soldering, welding, or brazing, the affected part(s) shall be replaced or hydrostatically tested in accordance with the recommendations of the manufacturer or the listing agency. The hydrostatic testing of wet chemical containers shall follow the applicable procedures as dictated in NFPA 17A, 1998, section 5-5. NOTE: The cylinder containing wet chemical must be removed from service every twelve years and the wet chemical removed and examined, and the cylinder hydrostatically tested. All wet chemical systems shall be tested, which shall include a check of the detection system, alarms, and releasing devices, including manual stations and other associated equipment. A discharge of the wet chemical normally is not part of this test. In the event that any chemical is discharged during a test procedure, the vendor must immediately replenish the chemical and return the system to a ready status. PARTS: Where the maintenance of the system(s) reveals defective parts that could cause impairment or failure of proper operation of the system(s), the affected parts shall be replaced or repaired by the contractor in accordance with the manufacturer s recommendations. This service contract does not include parts and, therefore a list of parts with costs, needed to repair the system or to meet fire regulations must be submitted to the appropriate Engineering Service office prior to installation. (1) Fusible links are to be furnished and replaced annually. (2) Fixed temperature-sensing elements of the fusible metal alloy type shall be replaced at every six-month inspection. They shall be destroyed when removed. The year of manufacturer and the date of installation of the fixed temperature-sensing element shall be marked on the system inspection tag. The tag shall be signed or initialed by the installer. h. COMPETENCY OF CONTRACT PERSONNEL: The inspector must be familiar with the wet chemical fire extinguisher systems in use at this facility and be authorized by the manufacturer to make inspections of the systems for code compliance. Proof of certification must be furnished to the VA Medical Center. 3. REQUIREMENTS PORTABLE FIRE EXTINGUISHERS: Fire extinguishers shall be inspected as required by NFPA 10 during the month of May at each campus. There are approximately 400 fire extinguishers at each campus (Nashville and Murfreesboro) consisting of CO-2 and water mist. The inspection label shall include the following information: a. Month and year the test was performed, indicated by perforation, such as is done by a hand punch. b. Name or initials of the person performing the test and the name of the agency performing the test. 4. REFERENCES: Standards of operation must meet factory tolerance specifications at all times. All work shall be performed in accordance with NFPA 17a, (latest edition) on the maintenance of wet chemical fire protection systems and NFPA 10 on fire extinguishers. 5. DELIVERY: a. Maintenance of the Wet Chemical Fire Extinguishing Systems shall be that the extinguishing systems meet all relevant fire codes and standards at all times during the terms of the agreement. Semi-annual preventive maintenance inspections shall be performed during the months of NOVEMBER and MAY. Work must be performed in such a manner as to minimize any disruption to the kitchens. b. Fire extinguishers shall be inspected in the month of May at both campuses. c. SERVICEMAN / REPAIRMAN: When the inspector or service representative is on station for a PM inspection, he will report to the Engineering office at the respective campus (Nashville in Room D73 or Alvin C. York in Building 15) to sign in/out and coordinate the work with the Safety Specialist. The COTR can be contacted at (615) 456-6396. (2) Emergency maintenance during other than normal duty hours must be coordinated with the Boiler Plant Operator, Nashville Campus, at Ph: (615-873-6895) or the chiller plant operator at the Alvin C. York VAMC, (615) 225-4554. 6. PROGRESS AND COMPLIANCE: a. After a PM inspection or an emergency maintenance call, the inspector shall leave a signed service ticket with Engineering Service. The maintenance report, with recommendations if any, shall be given to the COTR. The service ticket must be signed by an Engineering Service employee. Payments will be made in arrears after receipt of a signed service report and certified invoice. 7. NOTES AND OTHER INFORMATION: a. Any additional charge in excess of the service contract must have the prior approval of the Contracting Officer before costs are incurred. b. The are no known security issues with this Scope of Work. c. Contractors are responsible for finding legal parking. Contractors may stop temporarily to drop off tools and supplies only. d. Contractors are required to obtain a Temporary ID Badge from Engr Svc, Bldg 18 Murfreesboro or Room D73 Nashville, while on VA property if not escorted during the entire visit by an Engr Svc employee. Other important considerations: Cite any other information that is necessary for potential respondents to understand the nature of the potential requirement or proposed acquisition.
