- Amendment 5: The purpose of this amendment is to perform the following: - Extend the proposal deadline by one week - Delete all previous Q&A documents to be replaced with the consolidated version attached to Amendment 5 - - - Amendment 4: The purpose of this amendment it to perform the following: - Remove the brand name justifications and allow other hardware that meets the requirements to be proposed - Revise the Statement of Work to remove brand name information - Revise the CLINs and deliverables chart to allow for other systems to be proposed - Attach a new pricing chart to allow for other systems to be proposed and greater pricing options - Answer questions recieved - - - Amendment 3: The purpose of this amendment is to answer additional questions recieved.� - - - Amendment 2: The purpose of this amendment is to answer more questions recieved. - - - Amendment 1: The purpose of this amendment is to answer questions recieved, as well as make channges to the requirements and solicitation as a result of the answers. - - - This is a combined synopsis/solicitation being issued under FAR Part 13.5 as a public competition. The Library of Congress (LOC) maintains the National Audio-Visual Conservation Center (NAVCC) to preserve motion pictures and other media. The NAVCC has a requirement to replace its existing 12-year-old moving image archive encoding, media inspection, metadata creation, machine control, and workplace automation systems with current technologies. The contractor shall acquire, install and integrate encoding hardware, software and required support equipment resulting in a complete, fully functional, turnkey system using current technologies and operating systems. The contractor shall provide a KVM switch that allows operators around the NAVCC to access and control the various equipment. An existing RS-422 serial control router shall be cabled to the new systems and ensure the required patching and control functionalities via the existing router interfaces. Cabling and patching updates and changes required to allow the new systems to operate seamlessly within the NAVCC. The contractor shall also provide the installation and configuration of uninterruptable power supply (UPS) units for the encoding hardware and support systems and the required automated shutdown of the equipment in the event of a power outage. The systems must be integrated into the current system at the NAVCC using specific technologies (see the attached Brand Name Justifications).
