Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Gigahertz Optik, 110 Haverhill RD Bldg B STE 205 Amesbury, Massachusetts 01913-2123 for the purchase of four (4) CCD array spectroradiometers to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire four (4) CCD array spectroradiometers. Sensor Science Division�s needs the three spectroradiometers for US Air Force under CCG project 725. These spectroradiometers will be fully tested, characterized, and calibrated for Air Force to establish a new, detector-based spectral irradiance scale with an uncertainty that is 3 times smaller than the existing uncertainty based on the transfer standard FEL lamps. The spectroradiometers will be calibrated with a small uncertainty using NIST�s new detector-based calibration method using tunable OPO lasers. The spectroradiometers shall not use an optical fiber as the input optic to eliminate the changes of spectrometer�s wavelength scale and spectral responsivity, resulting from attaching and removing the fiber. The spectroradiometers shall use a CCD-array detector as the detector, which shall be cooled and temperature-regulated using a thermal-electric cooler. Cooling and temperature-regulating are essential to minimize noise level and drift of the spectroradiometer. This is a sole source based on the requirement for a spectrodiometers that provides all requirements to include the unique specification of not using an optical fiber. No optical fiber is essential as this can eliminate the changes of spectrometer�s wavelength scale and spectral responsibility, resulting from attaching and removing the fiber. The removal of the fiber requires re-calibration of the spectroradiometer, which is a significant cost and time. Only Gigahertz Optik, was found to offer a system that meets this unique and all the other requirements for the needed spectroradiometers. Gigahertz Optik is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
