***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, PACIFIC MARINE ENVIRONMENTAL LABORATORY (PMEL), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(B)(1), WITH OTT HYDROMET CORP. OUT OF STERLING, VA, TO PURCHASE THREE (3) KIPP & ZONEN �CGR4 PYRGEOMETERS AND �TWO (2) CMP21 PYRANOMETERS FOR THE SEATTLE, WA OFFICE. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) REQUIREMENT THAT OTT HYDROMET IS THE ONLY VENDOR THAT SELLS THE KIPP & ZONEN SENSORS THAT WILL BE INTEGRATED INTO SAILDRONE AUTONOMOUS VEHICLES FOR DEPLOYMENT IN THE TROPICAL PACIFIC IN SUPPORT OF THE TPOS PROGRAM. THE KIPP & ZONEN RADIOMETERS WILL REPLACE THE HIGHLY ACCURATE RADIOMETERS PRODUCED BY EPPLEY LABORATORIES THAT PMEL HAS USED FOR DECADES AFTER EPPLEY ABRUPTLY STOPPED MANUFACTURING OR REPAIRING INSTRUMENTS DURING THE COVID-19 PANDEMIC.THIS LEFT AN URGENT NEED FOR AN ACCURATE, RELIABLE AND TESTED SENSOR TO TAKE ITS PLACE. THESE SENSORS WILL BE INTEGRATED INTO CUSTOM PMEL IN-HOUSE BUILT ELECTRONICS, CUSTOM FIT INSIDE OF THE SAILDRONE VEHICLE, UTILIZING A PROPRIETARY KIPP & ZONEN DATA LOGGER WHICH CAN ONLY ACCEPT KIPP & ZONEN RADIOMETERS. REENGINEERING THE DATA LOGGER AND THE SAILDRONE VEHICLE TO ACCEPT OTHER RADIOMETERS WOULD BE PROHIBITIVELY TIME AND COST INTENSIVE. KIPP & ZONEN RADIATION SENSORS ARE COMMONLY AND INCREASINGLY USED IN MARINE RESEARCH ACROSS MULTIPLE INSTITUTIONS (NOAA, WHOI, SCRIPTS, ETC.) ACROSS MULTIPLE PLATFORMS (LAND, SHIP, BUOY, VEHICLE). THEIR ACCURACY, RESOLUTION, AND LONG-TERM STABILITY MATCH THOSE FROM EPPLEY LABORATORY, AND THE HIGH-END MODELS ARE SIMILARLY PRICED. MOST IMPORTANTLY THEY OFFER A LONG HISTORY OF COMPARABLE IF NOT SUPERIOR RADIATION MEASUREMENTS TO THE EXISTING EPPLEYS. THIS RECORD IS REQUIRED WHEN TRANSITIONING INSTRUMENTATION, OTHERWISE COSTLY AND LENGTHY TESTING IS REQUIRED. KIPP & ZONEN RADIOMETERS SURPASS THE EPPLEY�S AND OTHER RADIOMETERS BASED ON THEIR EASE OF USE AND QUALITY OF CALIBRATION. THE SENSORS ARE LIGHTWEIGHT, WHICH SIMPLIFIES THE REQUIRED INSTRUMENT MOUNTS, LOW POWER, AND THEIR ALUMINUM HOUSINGS ARE MORE CORROSION RESISTANT IN MARINE ENVIRONMENTS THAN STANDARD (POWDER COATED) EPPLEY�S. PMEL MODELS ITS SURFACE RADIATION MEASUREMENTS AFTER THE BEST PRACTICES AND HIGH-QUALITY MEASUREMENTS MADE BY THE BASELINE SURFACE RADIATION NETWORK (BSRN). IN BSRN�S NETWORK OF ~900 SURFACE PYRANOMETERS AND PYRGEOMETERS, MORE THAN 90% ARE EPPLEY OR KIPP & ZONEN, SPLIT NEARLY EQUALLY. BASED ON THIS LONG TRACK RECORD OF RELIABLE QUALITY MEASUREMENTS, KIPP & ZONEN ARE THE ONLY SENSORS THAT CAN MAINTAIN THE QUALITY OF OUR DATASET, IN THE ABSENCE OF EPPLEY, WITHOUT EXTENSIVE TESTING AND DEVELOPMENT AND A HUGE COST TO THE GOVERNMENT. FURTHERMORE, WE HAVE CONFERRED WITH NOAA RADIATION EXPERTS AT THE NOAA GLOBAL SYSTEMS LABORATORY (GSL), WHO HAVE EXTENSIVELY TESTED MULTIPLE RADIOMETERS (AND PRIMARILY USE EPPLEY & K&Z) AND CONFIRMED THAT THESE ARE THE ONLY SENSORS THAT WILL IMMEDIATELY AND RELIABLY MEET OUR NEEDS AND BE COMPARABLE TO THE GLOBAL BSRN NETWORK. WE HAVE COMPARED THE KIPP & ZONEN RADIOMETERS AGAINST OTHER MANUFACTURER�S SENSORS IN THE FIELD. IN PARTICULAR, THEY COMPARE WELL WITH EPPLEY SENSORS IN PERFORMANCE, WHICH ARE THEIR MAIN COMPETITION FOR SHIP AND BUOY-BASED DEPLOYMENTS, ALTHOUGH NOW OBSOLETE. WHILE INITIAL COST IS SLIGHTLY HIGHER THAN THE EPPLEY SENSORS, THE KIPP & ZONEN DO NOT REQUIRE THE MODIFICATION AND CUSTOM ELECTRONICS WHICH ARE INSTALLED IN THE EPPLEY SENSORS. FACTORING IN THESE COMPONENTS AND LABOR REQUIRED, THE TOTAL COST FOR THE KIPP & ZONEN IS COMPARABLE IF NOT LESS THAN THE EPPLEY. WHILE OTHER RADIATION SENSORS EXIST, THE MAJORITY DO NOT HAVE THE COMBINATION OF HIGH ACCURACY, DURABILITY TO SURVIVE THE HARSH ENVIRONMENT OF BUOY DEPLOYMENT AND LOW POWER CONSUMPTION REQUIRED BY REMOTE SYSTEMS. THROUGH MARKET RESEARCH, CONFERRING WITH EXPERTS IN THE FIELD AND REVIEW OF EXISTING REPORTS AND PEER REVIEWED PAPERS WE HAVE DETERMINED THAT KIPP & ZONEN SENSORS ARE THE ONLY SENSORS THAT MEET OUR NEEDS WITHOUT EXTENSIVE ADDITIONAL COSTS (RE-ENGINEERING AND TESTING) THE KIPP & ZONEN WEBSITE LISTS OTT HYDROMET AS THE ONLY AUTHORIZED RESELLERS OF THESE PROPRIETARY ITEMS IN THE UNITED STATES. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
