THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 �SYNOPSES OF PROPOSED CONTRACT ACTIONS� NAICS 541720, Research and Development in the Social Sciences and Humanities Response Deadline:��1200 Pacific Time on 12 August 2022 The U.S. Army Corps of Engineers (USACE), Portland District�(NWP)�intends to negotiate/award a firm-fixed-price service procurement to Warm Springs Geo Visions, on behalf of the Confederated Tribes of the Warm Springs Reservation of Oregon (CTWSRO) for a traditional cultural property (TCP) and historic properties of religious and cultural significance to tribes (HPRCSIT) inventory in the Willamette Valley Project.� REASON FOR SOLE SOURCE ACQUISITION: The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(i), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. Background: The U.S. Army Corps of Engineers (Corps) is responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2022 Willamette Valley Project Programmatic Agreement for management of historic properties affected by operations and maintenance of the Willamette Valley Project (WVP). This includes the development of an Environmental Impact Statement (EIS) for the Operations and Maintenance (O&M) of the Willamette Valley System (WVS), which is currently being written by the Corps and requires compliance with NHPA and the National Environmental Policy Act (NEPA) The Corps, Portland District manages 13 dams and reservoirs as part of the WVP. The WVP Cultural Resource Program works closely with interested and affected tribes, state historic preservation offices (SHPOs), and other agencies for cultural resource management in compliance with Sections 106 and 110 of the NHPA. Justification: Warm Springs Geo Visions, on behalf of the CTWSRO, possesses unique knowledge of the Tribe�s ancestral artifacts, village sites, burial areas, and traditional cultural properties and resources that exist within and overlap the WVP. Impact: Failure to utilize the CTWSRO�s knowledge of its cultural resources would delay the Corps ability to complete the WVS O&M EIS and in being able to make required long term management strategies for the area and impact compliance with NHPA Section 106 under the terms of the 2022 WVP Programmatic Agreement. Furthermore, government relations with the CTWSRO would be negatively impacted. The Government intends to solicit CTWSRO directly for this project on or around 12-AUG-2022.� At this time, a solicitation does not exist.� All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. *NO PHONE INQUIRIES, PLEASE.
