This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2127863-SB and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)2022-06 May 26, 2022. The North American Industry Classification System (NAICS) code for this procurement is 811310, COMMERCIAL AND INDUSTRIAL MACHINERY AND EQUIPMENT REPAIR AND MAINTENANCE, with a small business size standard of $8 million. The requirement is being competed as a total small business set-aside. Description of the Requirement: The National Institute of Allergy and Infectious Diseases (NIAID), Comparative Medicine Branch (CMB), is currently seeking sources capable of providing both preventative maintenance and repair services for sanitation equipment associated with the NIH Comparative Medicine Branch (CMB) vivariums per the attached Statement of Work (SOW). Equipment includes: cage rack washers, tunnel washers, animal bedding disposal units, and acidifiers. Equipment is in multiple facilities on the main NIH campus at 9000 Rockville Pike, Bethesda, MD.� (see attachment: SOW & Equipment List) The period of performance for the base year of this requirement is Base Year September 1, 2022, to August 31st, 2023 The government intends to award this contract as a base year, plus four option years, firm fixed price, in accordance with FAR 52.217-5. Option Year 1 � 09/01/2023 to 08/31/2024 Option Year 2 � 09/01/2024 to 08/31/2025 Option Year 3 � 09/01/2025 to 08/31/2026 Option Year 4 � 09/01/2026 to 08/31/2027 All interested parties should submit quotes based on the criteria detailed in the Statement of Work attached to this RFQ.� Offerors must quote a total monthly service price, per building location, for the base year and all 4 option years per the attached Equipment List. Quotes shall be formatted according the equipment list line items format. The government intends to a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.� The award will be based on the following evaluation criteria; technical capabilities, key personnel and staffing, past performance, price and the best value to the government.� Please provide brief details for each criterion with your quote. See below: 1. Technical capability: The contractor shall demonstrate knowledge and proficiency with all the skills needed to technically perform the task. Evaluation Criterion: The Government will evaluate the extent to which the Offeror�s proposal demonstrates the level of knowledge and understanding of the technical requirements and the tasks to be performed.� Understanding includes the ability of the offeror to: Provides a technical plan that demonstrates an understanding of the scope and objectives of the tasks as outlined in the SOW. 2. Key Personnel and Staffing: Offeror shall submit resumes of all service provider personnel and identify the point of contact for service. The contractor must demonstrate the applicability of skills and experience with respect to the tasks delineated in the SOW. The contractor must be able to ensure that personnel are currently available and/or committed to the contract as of the start of the proposed period of performance. Offeror must demonstrate that they have adequate personnel to respond to concurrent services calls in multiple buildings without compromising facility health status. 3. Past Performance:� Offerors shall submit the following information as part of their�technical proposal: A list of the last 3 contracts completed during the past�three years and the last three contracts currently�being performed that are similar in nature to the solicitation work scope. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Include the following information for each contract or subcontract listed: 1) Name of Contracting Organization 2) Contract Number (for subcontracts, provide the prime contract number and the subcontract number) Contract Type 4) Total Contract Value 5) Description of Requirement 6) Contracting Officer's Name and Telephone Number 7) Program Manager's Name and Telephone Number.� Offerors may provide information on problems encountered on the identified contracts and the offeror�s corrective action. The Government will contact each reference by phone to verify information past performance references. The Government may use the NIH Contractor Past Performance System, technical personnel, or contact other government agencies. The Government is not required to contact all references provided by the offeror. Also, references other than those identified by the offeror may be contacted by the Government to obtain additional information that will be used in the evaluation of the offeror's past performance. 3. Relevant Experience:� Offeror must demonstrate that they have provided similar services in research environments and demonstrate an understanding of the requirement to provide service on equipment in varying levels of biocontainment.� Offeror must demonstrate that they have a working knowledge of the type of equipment listed in the SOW.
