- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to BAXTER HEALTHCARE CORP, on a sole source basis to provide overhead patient and mobile transfer lifts to the NIH Clinical Center (CC). The NIH/CC ICU and Oncology units needs overhead and portable lifts.� The NIH CC Standardization Committee previously approved the current NIH CC owned Hill-Rom lift models in 2001, 2005, 2013, and again in 2018. The NIH CC approved standard are Liko Golvo 7007ES, 242S, 250ES, and Sabina II. Keeping standardization of the portable, sit to stand, and overhead lift system and program is indicated to meet the growing clinical need to be able to safely and efficiently turn, lift, and move clinically challenged patients not capable of independent motor movement. Currently, the CC uses 25 Hill-Rom Liko portable lifts and 38 Hill-Rom Liko overhead lifts.� These medical devices provide many benefits, including reduced risk of injury to patients and caregivers when properly used. �However, improper use of patient lifts can pose significant public health risks. Patient falls from these devices have resulted in severe patient injuries, including head traumas, fractures, and deaths.� If any other lift system or lift system service support is introduced to the Clinical Center, the CC would need to: review NIH CC safe practice handling (SPH) and culture; review the incompatibility with the current equipment and supplies; develop new policy and procedures for implementation; and review the long-term risk of a possible new source of infection, which would delay consistency of applications within the Clinical Center and pose a patient safety issue.� �As such, no other vendor is capable of providing the Government with the required drills.� This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Noelle DeCenzo, Contract Specialist, Noelle.DeCenzo@nih.gov by the due date and time marked in this notice.
