Description: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions. The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840. The US Air Force Academy (USAFA) intends to issue a sole source commercial contract using simplified procedures in accordance with FAR part 13.106-1(b) (1)(i) to Liquid Instruments, Inc., a small disadvantaged business. Market research has determined that Liquid Instruments, Inc. is the sole provider that offers Moku-Go-M2 services/products to current requirements/instruments already in place at USAFA. USAFA has a requirement for 60 ea �x SKU: Moku-Go �M2, a complete lab solution for engineers and students to actively test designs and projects. Salient Characteristics: � Combination Waveform Generator, Logic Analyzer, Frequency Response Analyzer, Oscilloscope, Spectrum Analyzer, and PID Controller � 2 input channels, 2 output channels � Graphical User Interface o Visualization tools including measurement trends and histograms o GUI configuration of PID controller, modulation, and demodulation o Probe points � Data capture � export to a Windows PC Waveform Generator: � Generate 2 independent waveforms from DC to 20 MHz for analog sine waves, 5 MHz for Square wave � Include Sine wave and Square/Pulsed shapes � Modulation (including AM, FM, and PM) � Analog output bandwidth >10 MHz � >5 Vpp output into a 1 M ? load Frequency Response / Bode Analyzer: � Measure frequency response of a system from 10 to 20 MHz � Input voltage range from -25V to 25V � Real time Bode plot with option to pause/view Oscilloscope: � Two analog inputs with 30 MHz bandwidth � Internal waveform generator up to 20 MHz � Edge or level triggering trigger � Vertical resolution of 12 bits at 500 MS/s Spectrum Analyzer: � Display and record power spectra or power spectral densities in the frequency domain � Video bandwidth filtering, Averaging, Persistence � Frequency Span: DC to 30 MHz � Minimum RBW: 1 Hz PID Controller: � At least 2 input, 2 output w/ blending of inputs � Independently adjustable input and output offsets � >2 MHz output update rate Background: This requirement is anticipated to be used in first and second year electrical engineering courses that streamlines the learning experience by consolidating numerous instruments and their interfaces.� In addition to requirements based on the required salient characteristics above, it is critical that the device is compatible in form and function with the extensive course curriculum and lab instructions currently in use.� This ensures a consistent experience for cadets and supports the essential instruction of electrical engineering principles for approximately 1000 cadets annually.� Finally, an intuitive, familiar user interface is an essential aspect of this device as it is intended to be used by both Electrical Engineering Majors and Majors from other departments as part of the USAFA core curriculum taken by every USAFA Cadet. This Notice of Intent is neither a request for competitive quotes nor a solicitation for offers. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. �Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services within (5) days of this publication. �A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible source and no other type of supplies or services will satisfy agency requirements.
