- NOTICE OF INTENT TO SOLE SOURCE Support Services for Development of Recovery Categories and Timeframes for Design of Buildings to Meet Functional Recovery Performance Objectives Announcement Type: Special Notice Announcement Number: NIST-NOI-22-7302537 PSC Code: AJ12 Subject: Support Services for Development of Recovery Categories and Timeframes for Design of Buildings to Meet Functional Recovery Performance Objectives � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a cost-type task order on a sole source basis with Institute for Defense Analyses, Inc. (IDA), located at 730 E Glebe Rd Alexandria, VA 22305, under the Science and Technology Policy Institute (STPI) Federally Funded Research and Development Center (FFRDC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle. The requirement will be for Support Services for Development of Recovery Categories and Timeframes for Design of Buildings to Meet Functional Recovery Performance Objectives. The requirement will support the Engineering Laboratory (EL) at NIST, Gaithersburg, Maryland. �The period of performance will be thirty months from date of award. Authority This acquisition is being conducted under the authority of FAR 6.302-1, Only one responsible source. The North American Industry Classification System (NAICS) code for this acquisition is 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000 Employees. Background and Description �Functional recovery� describes a new performance target to mitigate risk from natural hazards. It is currently being developed for earthquake hazards but will eventually be applied across natural hazards. The functional recovery performance level indicates that an asset, after an earthquake, could be reoccupied or recovered in time to avoid significant losses, disruptions, and downtime for critical societal activities. A committee of experts developed a document outlining options for improving functional recovery of the built environment (FEMA P2090 / NIST SP1254). As part of the development of that report, stakeholder workshops were held in 2020 to gather information from knowledgeable subject matter experts (NIST SP1269). Data were gathered at the workshops to identify �need by� timeframes�the point by which some level of recovery is needed before serious or catastrophic impacts to individuals and communities (e.g. population dislocation) are felt by the loss of a function or service. This information is being used to develop a preliminary goal matrix for the application of the functional recovery performance objective, to set forth recovery categories and target recovery times for various types of societal activities or services (such as emergency healthcare, or critical water systems). At the June 2022 12th National Conference held by the Earthquake Engineering Research Institute, NIST personnel presented a proposal for recovery time frames at a mini-workshop and sought feedback from conference attendees. This information was helpful, but more systematic data collection is required to ensure the proposal for a functional recovery framework can be widely acceptable and applicable across the U.S. This task order will leverage and build upon this previous work to advance the state-of-the-art for functional recovery. The National Institute of Standards and Technology (NIST) requires contractor support to conduct a workshop and surveys to determine target recovery time and categories for design of new buildings, in order to enable more timely recovery of their functions after a natural hazard event. NIST has a significant role to play regarding earthquake risk mitigation via the National Earthquake Hazards Reduction Program (NEHRP, see P.L. 115-307) and has been tasked to develop earthquake resilience via the functional recovery concept. NIST has a responsibility under this tasking to contribute to the development of a performance standard and to play a leadership role as the Congressionally-designated lead agency for NEHRP. � Sole Source Determination The sole source determination is based on the following: � For this requirement to be successful, the framework under development must be informed by input across a range of sectors. NIST requires an impartial third-party with expertise in the field to facilitate collaboration between NIST and other organizations so that NIST may contribute appropriately to the development of guidance, codes, and standards for earthquake risk mitigation without compromising ability to produce rigorous technical science and engineering contributions. The contractor must have significant expertise in the areas of engineering, social science, and policy to facilitate the required effort, familiarity with recent activities and advances in the development of the functional recovery performance standard to date, and must not have a conflict of interest in assisting with guidance development. IDA is highly qualified in the areas of required expertise as well as well-regarded by both public and private organizations. IDA is uniquely qualified in its ability to integrate across engineering, social science, academic, and practitioner areas, and in its existing relationships of trust with industry stakeholders which is essential to gather mission-critical information and cooperation for this project. As the operator of the STPI Federally Funded Research and Development Center (FFRDC), IDA does not compete with the industry and is able to provide impartial support in performance of the required workshop and survey support services. IDA has also developed methods and practices to cultivate meaningful project integration in a timely manner which enables NIST and the Earthquake Risk Reduction in Buildings and Infrastructure Program to leverage skills and abilities beyond its core capacity. Additionally, IDA provided contract support for the development of the Immediate Occupancy and Functional Recovery reports (NIST Special Publications 1224 and 1254) as well as for the facilitation of five stakeholder workshops in federal fiscal year 2020 (NIST SP 1269) that provide the basis for the current requirement. The current requirement is a logical follow-on to previous work performed by IDA for NIST including task order NSFOIA0408601/1333ND19FNB730481. Accordingly, IDA is the only entity able to successfully fulfill this NIST requirement. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
