- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The Bureau of Reclamation (Reclamation) in Denver, Colorado and the Acquisition Operations Branch (AOB) are performing market research to determine if there is a sufficient number of qualified Small Businesses, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business) to set aside a Firm Fixed Price Contract. Reclamation will use responses to this notice to make the appropriate acquisition decision. The contemplated solicitation will be issued in accordance with FAR Part 13 via a written request for quote (RFQ). The objective of this contract is to acquire contractor services to provide innovation support to competitors in a Reclamation prize competition on Improving Precipitation Measurement Devices (IPMD). The Contractor shall provide services to competitors to advance their solutions and increase potential for future commercialization. This may be accomplished through use of accelerators, training, mentoring, patent and trademark consulting, and cohorts. The Contractor shall perform the following tasks: 1. Marketing and outreach to bring additional attention to the IPMD competition and expand the network of potential industry/interest. 2. Provide accelerator-like support to competitors (up to 5 competitors) with access to technical, business, or mentor support to enhance solution and business plan development during the competition. 3. Conduct �cohort-like� processes for up to 5 competitors to learn business startup skills and identify potential customers. 4. Bring audiences of potential commercial or investor interests to demonstration, testing, or showcase events. Events may vary in format and may be in-person or virtual. 5. Provide final summary report highlighting accomplishments, recommendations, and lessons learned that may support the Federal Government in future activities related to the IPMD competition. Contract effort shall be accomplished at the Contractor�s facility or virtually. No travel is anticipated. The anticipated period of performance is from the date of award to December 31, 2024. Award is currently anticipated in September 2022. All interested contractors who can provide the requested services listed above shall respond with information describing their interest, capabilities statements, and indicate which small business category for which they qualify (if applicable). Email responses are required. The due date for responses to this Sources Sought Synopsis is at 5:00 PM Eastern Daylight Time (EDT) on August 4, 2022. The North American Industry Classification System (NAICS) code 541613 - Marketing Consulting Services, including sub-category �New Product Development Consulting Services, which contains a size standard of $16.5 million, is applicable to this acquisition. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications and in conjunction with FAR 4.11, are required to be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted.
