Description
USNA needs to replace existing Collegiate 420 sailboats. The existing boats are resin infused collegiate racing dinghies. USNA will be trading in 20 each of the existing fleet. USNA will need to purchase 18 boats to replace the current fleet of 20 boats.�Required delivery for the 18 each is by 31 January 2023. The boats should come complete with hulls, masts, booms, rudders, daggerboards, tillers, sails and all lines required for use. The boats must be constructed using resin infusion and must match the current fleet exactly where the hulls come in contact with the current storage cradles, both on the deck and the underside of the hull. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for determining whether to conduct a competitive procurement. LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) PROCEDURES FOR ACTIONS BELOW SAT The government intends to select for award the one responsible quote, which conforms to the Bidding Requirements and Buy Terms in the solicitation, proposes a price that is fair and reasonable, and provides the Lowest Priced Technically Acceptable quote meeting the specifications of the requirement. If the lowest priced quote is not found to be technically acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete unreasonable, or unrealistic will not be considered for award. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer, which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/off.
