- The Consumer Financial Protection Bureau (CFPB or �the Bureau�) mission, in part, is to supervise institutions to foster compliance with consumer financial protection laws to promote a fair and non-discriminatory consumer financial marketplace. The CFPB supervision function is staffed with examiners requiring various degrees of training.� Inexperienced examiners will need training, known as the Examiner Commissioning Program (ECP), to understand the business operations of financial institutions they will be examining, and the consumer financial laws and regulations enforced by the CFPB. Once an examiner has completed the ECP, the examiner earns the title of Commissioned Examiner. The final steps in earning a commission are a multiple-choice test and a case study. Accordingly, CFPB seeks a contractor to validate the examiner Commissioning Multiple-Choice Test, the in-person Examiner in Charge (EIC) Case Study and the virtual Examiner in Charge (EIC) Case Study.� The multiple-choice test and the case study ensure candidates for commissioning demonstrate proficiency in the curriculum covered by the Examiner Commissioning Program (ECP). The Contractor shall confirm that services performed under this contract conform to the standards established by the Uniform Guidelines on Employee Selection Procedures (UGESP) and other professional standards related to testing and assessment (e.g., the Principles for the Validation and Use of Personnel Selection Procedures, The Standards for Educational and Psychological Testing), and be legally defensible. The CFPB seeks to establish an Indefinite Quantity, Indefinite Delivery (IDIQ) contract vehicle under which task orders can be ordered to obtain services related to the validation of the contents of the CFPB examiner Commissioning Multiple-Choice Test, the in-person Examiner in Charge (EIC) Case Study and the virtual Examiner in Charge (EIC) Case Study in accordance with the standards established by the UGESP and other professional standards related to testing and assessment to ensure the content is legally valid per any changes in CFPB regulations. This Request for Proposals (RFP) is issued per Federal Acquisition Regulations (FAR) Part 12, Part 13, and Part 15. �Per the guidelines discussed herein, CFPB requests that you provide a response to this RFP.� Based upon the evaluation of Proposals received in response to this Request for Proposals (RFP), the Bureau intends to issue a single award but reserves the right to make no awards. �Offerors must be able to meet the minimum requirements as specified in this RFP. �Please note that, as required by Federal Acquisition Regulation (FAR), this procurement requires a subcontracting plan from Offerors that are not qualified as small business entities. Responses (Proposals) to this RFP should be received by both Vanessa.delToro@cfpb.gov and �Marcus.Whaley@cfpb.gov no later than 3:00 p.m. ET on August 5, 2022. Proposals received after that date and time may not be opened, evaluated, or considered for award.
