- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with Part 13, as supplemented with additional information included in this notice. This procurement is being conducted under Subpart 13.5 Simplified Procedures for Certain Commercial items. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 effective 04-26-2022. The Miami VAMC Contracting Office intends to award a fixed priced Base plus 4 individual option year contract, providing for all supplies, materials, equipment, labor, supervision, management and transportation, necessary to complete Steam Cleaning of Kitchen Hoods in accordance with the below Performance Work Statement (PWS). The equipment is located at Bruce W. Carter Department of Veterans Affairs Medical Center, 1201 NW 16th Street, Miami, FL 33125. The associated North American Industrial Classification System (NAICS) code for this procurement is 561790 Other Services to Buildings and Dwellings, with a small business size standard of $8.0 M. Prospective offerors shall be a registered in the System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract, and registration shall be complete and not missing elements such as representations and certifications. This procurement is a 100% Small Business (SB) Set-Aside, and all eligible contractors are encouraged to submit quotes. To be eligible for award the contractors must be Verified in the Vendor Information Pages (VIP) (https://www.vip.vetbiz.gov) at the time of the close of the RFQ and at the time of award and be registered with the System for Award Management (SAM) at the time of award. No further questions will be accepted after that date and time. ANSWERS TO VENDOR QUESTIONS: Answers to vendor questions will be posted on FBO no later than Friday, 8/5/2022 by 4:00 PM Eastern. You are reminded that representatives from your company SHALL NOT contact any VA Health Care System staff to discuss this RFQ during this RFQ process. Limitations on Subcontracting: Please confirm that you can meet the Limitations on Subcontracting. Explain how your company will be able to comply with the Limitations on Subcontracting in accordance with 13 CFR 125.6 The Limitation on Subcontracting under 13 FR 125.6 and VAAR 852-219-74 apply to this acquisition. 13 CFR 125.6(a)(1) states: In the case of a contract for services (except construction)., it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.
