Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to ISOCLIMA Specialty Glass LLC of East Butler, Pennsylvania for the purchase of multi-hit ballistic full-sized window glazing layups. The ERDC GSL requires: 2.626� Low Iron Laminated Glass per Type 1 53� x 83-7/8� (Quantity�2) 2.574� Low Iron Laminated Glass/Polycarbonate per Type 2 53� x 83-7/8� (Quantity�2) 2.396� Low Iron Laminated Glass/Polycarbonate per Type 3 frit 5 layers 53� x 83-7/8� (Quantity�2) 2.901� Low Iron Laminated Glass/Polycarbonate per Type 4 frit 6 layers 53� x 83-7/8� (Quantity�2) 2.691� Low Iron Laminated Glass/Polycarbonate per Type 5 frit 6 layers 53� x 83-7/8� (Quantity�2) The Department of Homeland Security (DHS) uses a specific window glazing layup to protect critical assets within the U.S. These glazing layups have historically been provided by Dlubak Corporation.� In 2021, the ISOCLIMA group acquired Dlubak Corporation. To ensure product consistency and durability, DHS has requested multi-hit ballistic testing of full-sized window glazing layups. This effort will build upon component level testing previously performed on 16-in.-by-16-in. samples of the same five glazing layups provided by DHS. DHS has expressed concerns regarding both the multi-hit performance of full-size samples and changes in material toughness due to industry wide availability of materials. The specific concern is, �has a change in material toughness affected the penetration resistance of a full-sized glazing in such a way that the potential damage resultant from an initial strike now propagates further from an initial impact point, thereby reducing protection from multiple strikes that are some distance away from the initial strike?�� Window glazing layups include unique blends of materials to produce a specific outcome. The proprietary blend provided by Dlubak Corporation was tested and selected by DHS for use in construction of their buildings. Based upon the market research, these unique materials are currently fielded in real-world force protection applications, and the specific products provided by this vendor are required. The testing requires that specific glazing layups be tested per dictated ballistic shot patterns. Only ISOCLIMA products will meet this need because these are the unique products currently in use. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 327215, Glass Product Manufacturing Made of Purchased Glass, with a small business standard of 1,000 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. Respondents to this notice must provide: the manufacturer�s part numbers for offered products; product specifications; statement as to whether offered products are commercially available; warranties offered on the products; and lead time for delivery. Any offeror shall be required to register in the Government�s System for Award Management (SAM) at www.SAM.gov . Respondents must provide their full legal name; authorized contact�s name, title, email and phone number; legal address; link to registration in www.SAM.gov ; and their firm�s business size declaration as well as the firm�s socio-economic status, if any (e.g. Large Business, Small Business, Women-Owned Small Business, Service-Disabled Veteran Owned Small Business, etc.). Respondents must also provide a description of their past experience in fulfilling requirements, which are the same or similar to this requirement, and provide references for each.� � Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
