NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT�� ��� ��� ��� ��� ��� � Special Notice:�� �FD-2022-335�� ��� ��� ��� ��� � NOAA/NMFS/�� �SEFSC/Miami�� ��� ��� ��� ��� � �� ��� ��� ��� ��� ��� � In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following:�� ��� ��� ��� ��� ��� � �� ��� ��� ��� ��� ��� � The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1),� wth MER Consultants, LLC. ��� ��� ��� ��� � Using the procedures of FAR Part 13 the requirement is to procure the following:�� ��� ��� ��� ��� ��� � As an overall guide, the contractor shall collect and process images of species landed by the commercial and recreational fleets in Puerto Rico. Sampling shall primarily focus on the commercial fishery with opportunistic sampling of the recreational fishery. Additional tasks include training and technology support of Puerto Rico DNER recreational fishery port samplers. The contractor shall coordinate, obtain, and pay for the services of field and technical personnel to continue development of the port sampling station prototype (hardware for image, weight, and other data collection) that reduces the time needed to collect weight and length composition of landings. The consultant will also modify existing annotation software (open source software developed by NOAA) for use on images of the most frequently landed commercial species. �� ��� ��� ��� ��� ��� � The applicable Size Standard is North American Industry Classification System (NAICS) Code 541690� with a Small business�� � size standard of� $16.5M�� ��� �� The following activities will be carried out: Refine prototype and proof of concept for a simple, inexpensive modular, and portable semi-automated port sampling station. The current working prototype developed by MER Consultants automatically captures an image and weight and was developed to allow for faster sampling in the small-scale multi-species fisheries of the US Caribbean by eliminating sorting from the process. Refine the hardware and software to allow for better data flow, automated length calculations, analyst ready outputs and contribute to the annotated image library which will be used to train species identification work in the ongoing SEFSC/Wallace project. Demonstrate that high quality, verifiable, and timely reporting of port sampling data can be accomplished in the very challenging multispecies small-scale fisheries of the US Caribbean. In addition, the project will utilize Contractor, Puerto Rico DNER, and SEFSC staff expert opinion to develop electronic forms for recreational fishery sampling; develop training materials for port samplers; and develop methods and technology to increase sampling efficiency. �The following activities will be carried out in collaboration with DNER and SEFSC scientists Develop training manuals and training sessions, and fish identification manuals to train DNER port samplers in species identification and proper sampling techniques for the recreational fishery.� Supply tablet computers containing data collection forms to Puerto Rico DNER for recreational fishery sampling. Demonstrate proof of concept for a simple, inexpensive modular, and portable semi-automated port sampling station for recreational fishery sampling. � � � � � � � � � � �� � � � � � � �� The base period is expected to begin no more than 10 business days from the date of award for 12 months.�� ��� ��� ��� ��� ��� � Place of Performance: Field sampling and image annotation shall be conducted at various locations in Puerto Rico.� The contractor shall work with scientists at the Cornell University�s, Cornell center for Conservation Bioacoustics to perform Spectral and shape analysis.� All other work shall be conducted at the contractors place of business. Training and rapid sampling work shall occur at various locations in Puerto Rico.� Electronic data collection forms and the development of training materials shall take place at the contractor�s facility. The Government believes that MER Consultants is the only source capable of providing the services required and at the level of quality required. Not only does MER have prior experience providing services to the Government utilizing similar technology and methods outlined in this requirement but they also have the required working relationships with both the commercial fishing industry in Puerto Rico and technical experts in the field of image analysis for species identification (e.g., annotation, spectral and shape analysis).� The mission would be severely impacted if the requirement were not solicited from this limited source due to several factors including the limited period for completing the work and the unique combination of fishery sampling expertise; use of the proprietary sampling station prototype, a collection of more than 15,000 images of commercially landed species annotated using proprietary software, and image analysis/machine learning knowledge.�� �� ��� ��� ��� ��� ��� � **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
