- Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with IZUM, Inc. located at 12506 Stoney Creek Road of Potomac, MD for advanced research and development expertise/support for the Communications Technology Laboratory (CTL) at NIST, Gaithersburg, Maryland.� The anticipated period of performance of this work is from April 24, 2023 � April 23, 2024. The CTL requires advanced research and development expertise to assist in providing leadership and technical expertise in the development of next generation (6G) small cell networks using high frequencies towards Sub-Terahertz (Sub-THz) communications. The key enablers for 6G Sub-THz are transceiver technologies with network control and optimization under extremely high frequencies above 100 GHz. � With the rapid growth in wireless traffic and the continuing trend towards faster data communications, the 6G wireless standard is anticipated to move further towards Sub-Terahertz� (Sub-THz) bands where more spectrum is available.� At Sub-THz, communication requires ultra massive Multiple Input Multiple Output (ultra massive MIMO) technologies. The severe omni directional attenuation in� Sub-THz bands can be compensated by using a high directional antenna, which is far more challenging than 5G. Additional features, such as modulation, �hybrid coding, and phased antenna can also play a crucial role in enhancing the spectral efficiency and improving the transmission range.� � The contractor shall provide support services to study various existing channel models and their impact when designing ultra-massive MIMO at frequencies between 100-200 GHz.� The contractor shall expand the ongoing research in 5G hybrid wired/wireless network for the next generation small-cell wireless networks. While smaller cells can provide a good foundation upon which further latency could be achieved, ensuring near perfect reliability for critical applications remains a major undertaking, mainly due to mobility management and complex pencil-like beamforming and tracking. The purpose of this acquisition is to procure contractor services to support developing small-cell sub-THz networks that can provide a good foundation upon which very low latency could be achieved, ensuring near perfect reliability for critical applications. The contractor shall carry out an extensive investigation to characterize Sub-THz channels under different weather conditions, including evaluating various existing channel models and their impact when designing ultra-massive MIMO at frequencies between 100-200 GHz.� The Contractor shall deliver a fully functional small cell wireless communication network testbed. IZUM, INC has been identified as being uniquely capable of providing the support and services required based on the following: IZUM INC. has extensive experience and knowledge in communication and networking protocols (Smart Grid, Vehicular communications, 5G Wireless Communications,� Time-triggered Networks, Mesh Network, SAE, and EMSA). IZUM INC. also has the following expertise specifically required for this requirement: Extensive knowledge in smart grid Wide Area Measurement Systems Extensive knowledge of time-triggered networks and implementation Extensive theoretical knowledge and practical experience in ethernet-based networks and, synchrophasor networks Extensive experience in developing and implementing 5G mobile and wireless communication networks Proficiency in the use of OMNET++, ns2 and EMTP network modeling and developing codes for the grid simulation tool in order to build upon the test tool developed during the course of this project IZUM INC. is completing work on the Reliability Assessment of time-triggered networks for Smart Grid, Hybrid Wired/Wireless Communications,� Intra-vehicle communication project. This project is the predecessor to the Testbed Implementation for Wide Area Monitoring and Measurement of the Power Grid project. �No other entities possess the unique expertise that IZUM has gained in its preceding work in this field with NIST, and if NIST were not to contract with IZUM for this work it would result in significant schedule delays and increased cost associated with the time it would take for a different contractor to surpass the learning curve and attempt to replicate that expertise and experience. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by Aug 1, 2022 will be considered by the Government.� All responses to this notice of intent must be submitted via email to hnw6@nist.gov so that they are received no later than Aug 1, 2022 at 11:00 AM Eastern Time.
