Description
The Naval Postgraduate School, Monterey, CA has a requirement for a Multi-beam Echo Sounder for research into high frequency acoustic interaction with the seafloor, and as a hydrographic tool for surveying. The US Navy relies on active acoustic systems to detect targets, and thus strongly benefits from knowledge of how high frequency sound causes false alarms. Acoustic false alarms are related to both very small scale roughness, as well as large seafloor shapes that can be resolved by high resolution bathymetry. A multi beam echo-sounder is requested for purchase in order to study the relation between small, scale roughness, large scale roughness, and acoustic false alarms, the subject of the PI grant with the Office of Naval Research. This procurement is anticipated to be a single award Firm Fixed Price contract. NAVSUP FLCSD anticipates issuing a solicitation with a 30 day deliver period from the date of award. The North American Industry Classification System NAICS Code is 334519 and the Small Business Size Standard is 500 employees. The DRAFT Statement of Requirement is attached. The purpose of this Sources Sought Notice is to locate and identify qualified sources, and determine if competition in the marketplace exists. Interested firms are invited to respond to this sources sought announcement by demonstrating Technical Capabilities not to exceed five pages not inclusive of the cover page that summarizes relevant experience, knowledge, and capabilities consistent with the effort described in the Draft SOR. Respondents shall provide information related to contracts where the respondent was involved at a comparable level of effort. In addition, interested firms are invited to respond to this sources sought announcement by providing the following... 1. name and address of applicant 2. name, telephone and email address of point of contact; 3. 3. NAICS and Cage Code 4. contractors technical capabilities statement 5. GSA schedule if applicable. The Technical Capabilities statement should summarize experience and knowledge relative to the Draft SOR. The respondent should describe qualifications and experience in working with specific relevant work, providing sufficiently detailed descriptions to allow an accurate assessment of relevancy and nature of the work performed. Technical Capabilities will be evaluated on previous and/or current experience. A determination as to whether this acquisition will be a competed will be based upon responses to this notice.
