Description
PRE-SOLICITATION NOTICE: It is anticipated that a solicitaiton will be electronically available on or about August 3, 2022. The Request for Quote (RFQ) may be�accessed through the SAM website, SAM.GOV.� All responsible sources may submit quotes. THIS IS NOT A REQUEST FOR QUOTE. Objectives The objective of this requirement is to provide shipping and storage for isolates and reagents/consumables in a controlled environment meeting WRAIR requirements. Specific Tasks / Requirements Isolate Storage Store 99-100K bacterial isolates (1000 cryoboxes) in 2mL cryovial tubes in -80 ? or lower freezers, with 100 cryovials to a box.� See Attachment 1 for additional storage requirements Store an anticipated growth of up to 400 cryoboxes per year Provide 24 hours/day 365 days/year temperature monitoring and take any corrective action to ensure specimen integrity Provide backup generator power for storage facilities Provide cold chain logistics to ensure sample integrity at every point of transfer Provide a process to allow audits and outside agencies (i.e. FDA, CAP) to inspect sample storage conditions (Deliverable 1) Provide initial transportation of all the isolates stored in the current biorepository to the new biorepository facility Provide transportation of isolates from WRAIR upon request Deliver requested isolates within 24 hours of a request.� Requests for delivery to WRAIR will not exceed 12 per quarter.� In the event WRAIR requires deliveries above this number annually, deliveries will be paid for via Government Purchase Card on an as-needed basis Send samples delivered in boxes via FedEx or equivalent overnight shipping company along with tracking information Ensure specimen integrity during all phases of possession Provide monthly inventory and temperature monitoring reports (Deliverable 2), and on request Confirm receipt of specimens when sent from WRAIR to new biorepository facility through FedEx or equivalent Notify the COR within one business day via email or phone if temperatures for any items stored fall below specifications for any amount of time Send items delivered in boxes via FedEx or equivalent overnight shipping company along with tracking information Destroy unusable isolates at WRAIR�s request Reagent/Consumable Storage Provide storage for reagents and consumables used for patient testing.� Reagents and consumables will be a combination of ambient, refrigerator, and freezer temperature stored reagents/consumables.� See Attachment 1 for additional storage requirements Provide transportation of reagents/consumables to/from WRAIR upon request Keep ambient temperature of consumables at a temp of 20-25 ? and a humidity range of 10-80% Store freezer supplies or reagents at a temp of -20 ? or colder Provide cold chain logistics to ensure supply integrity at every point of transfer Ensure supply integrity during all phases of possession Provide 24 hours/day 365 days/year temperature monitoring and take any corrective action to ensure supply integrity Provide backup generator power for storage facilities Provide initial transportation of all the reagents and consumables stored in the current biorepository to the new biorepository facility Deliver requested reagents/consumables within 24 hours of a request.� Requests for delivery to WRAIR will not exceed 12 per quarter.� In the event WRAIR requires deliveries above this number annually, deliveries will be paid for via Government Purchase Card on an as-needed basis Notify the COR within one business day via email or phone if temperatures for any items stored fall below specifications for any amount of time Send items delivered in boxes via FedEx or equivalent overnight shipping company along with tracking information Provide monthly inventory and temperature monitoring reports (Deliverable 3), and on request Replace any items rendered unusable by errors on the vendor�s part (loss of temperature control, breakage, etc.).� Items must have the same vendor, part number, and specifications Destroy unusable reagents and consumables at WRAIR�s request Monthly Report (Deliverable 4). The contractor shall provide a monthly report detailing all work, including the subcontractor�s work, and where there is critical or significant data related to the provided support. The report shall include a detailed list of all hours worked and workload accomplished, to include but not limited to, a list of equipment serviced and writing assignments in support of all tasks.
