- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source purchase order on behalf of the Armed Forces Medical Examiner Systems (AFMES) to the PROMEGA CORPORATION located at: 2800 Woods Hollow Road, Madison, Wisconsin 53711-5399 under the authority as prescribed in FAR 13.106-1(b)(1), Soliciting From a Single Source, as there is only one source reasonably available that will satisfy agency requirements. This requirement is for the purchase of the Maxwell Rapid Sample Concentrator RSC 48 Extraction Instrument. The Armed Forces Medical Examiner System DNA Operations (AFMES-DNAOps) requires forensically developmentally validated DNA Extraction Instruments and Extraction Reagents that are manufactured by the same company and are technically supported by the Original Equipment Manufacturer (OEM). These instruments and reagents need to provide optimal extractions of buccal swabs, blood reference cards, tissue and bone, and provide high purity extracts for use in Short Tandem Repeat (STR) and mtDNA sequencing analysis of human remains. AFMES DNAOps further requires a DNA extraction instrument that has been forensically developmentally validated according to Federal Bureau of Investigations � Quality Assurance Standards (FBI-QAS) standards to use the Promega DNA IQ extraction chemistry. The Promega DNA IQ extraction chemistry has been previously forensically validated by AFMES-DNAOps according to American National Standards Institute (ANSI) National Accreditation Board (ANAB)-ISO17025 and FBI-QAS standards. To minimize the variation between instruments and reagents, AFMES-DNAOps requires that critical instruments and reagents are manufactured using GLP/GMP process and that the company is ISO 18385 compliant. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a Request For Quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 04 August 2022 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government Point of Contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 04 August 2022.
