- NOTICE OF INTENT The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with NTT Electronics, America located in San Jose, CA on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for two (2) PPLN Waveguide Doublers. These are needed as a drop in replacement for older units that exhibit slow degradation of their performance and susceptibility to optical damage. � Specific Requirements are as follows: �Item 1: 1068.8nm-534.4nm Periodically-poled Lithium Niobate (PPLN) wavelength conversation module Quantity: 2 Specifications: Input Power: 1W, Input fiber: 980nm PANDA fiber FC/APC, Efficiency: 50%/W at low power. All of the wavelength conversion modules shall be fiber in free space out. In addition, the output window of the module shall transmit the Infrared fundamental. NIST will provide the fundamental laser sources, temperature controllers, and heat sinking. This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334516 � Analytical Laboratory Instrument Manufacturing, with a Size Standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to NTT Electronics, America for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 4th Quarter of FY22. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than the date and time provided herein this posting. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in NTT Electronics, America being the only vendor able to reach the input power specification of 1W at 1068nm. If another company is used for replacing these waveguide doubler units, they will not be able to achieve the output power necessary and NIST will not be able to run its aluminum-ion optical clock.
