- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04 Effective January 30, 2022. The Network Contracting Office 8-SAO East intends to award a firm fixed priced contract, providing for all supplies, materials, equipment, labor, supervision, management, and transportation, necessary for Tissue Processor. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 Employees. Prospective offerors shall be a registered in the System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract, and registration shall be complete and not missing elements such as representations and certifications. VENDOR QUESTIONS: All questions regarding this RFQ shall be in writing and sent by e mail to a.hall-crawford@va.gov. Questions must be received no later than Thursday, 07/21/2022 by 2:00 PM Eastern. You are reminded that representatives from your company SHALL NOT contact any North Florida/South Georgia Veterans Health System staff to discuss this RFQ during this RFQ process. QUOTE SUBMISSION: Offers are due on/or before Monday, 07/25/2022 by 5:00 PM Eastern. Quotes shall be sent by e mail only to the Contracting Specialist (Antoinette Hall-Crawford) at a.hall-crawford@va.gov. Comparative Evaluation (a) In accordance with FAR 13 Simplified Acquisition Procedures, the Government will award a contract from this solicitation to the responsible quoter on a comparative basis whose quote conforms to the solicitation and represent the best overall value to the government. (b) In order for a quote to be eligible for award, the quoters submitting a quote must have the NAICS Code 334516 (1,000 Employees SBA Size Standard) and has a current registration in the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM at submission of quote. SAM will be checked to verify the quoter s status before any evaluation is conducted. (c) The Government intends to make award selection without clarifications but may determine after evaluating the quotes submitted that clarifications are necessary and conduct them as appropriate. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation. (d) The government will conduct a comparative assessment of quoters responses based upon the following criteria: 1 Technical/Qualifications: Quoters shall address in great detail, their ability to meet or exceed the specifications specified in the statement of need. 2 Delivery: Provide your Best Delivery/Performance Schedule.. 3 Price
