Description
The Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL) requires an autonomous surface vehicle (ASV) with operational capability for navigating breaking waves in the surfzone. The ERDC CHL requires a Yellowfin model ASV with single beam sonar and L1/L2 GPS. ERDC-CHL intends to award a purchase order on a sole source basis to Integrated Coastal Solutions, 23 Beechwood Road, Falmouth, MA in accordance with FAR 13.106-1(b)(1). Market research indicates that Integrated Coastal Solutions is the only source for this requirement because Integrated Coastal Solutions is the only company that has the ability to provide a product model with capability to preform self-righting in a surface wave environment, possesses a small form factor, and includes a hull constructed of Innegra/Basalt.� This company has extensive experience and knowledge of advancements in robotic technology, and this makes them uniquely qualified to produce the Yellowfin model ASV required and utilize the lessons learned from collecting bathymetry data in a surfzone. This is not a competitive small business set aside.� This Notice of Intent is NOT a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Any responses to this NOI to sole source must include the W912HZ22QOPPF in the subject line of the e-mail or the response will not be considered valid. Please provide responses to this notice no later than the Response time listed above in this notice, to: CHL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
