Questions and Answers from Mandatory Walk through on July 13, 2022 Solicitation # 36C24122Q0714 Preventative Maintenance on Transformers Department of Veterans Affairs VA Medical Center 200 Springs Road Bedford, MA 01730 Facility POC/COR: Gaurav Contracting Office, Contracting Specialist: Krisanne Dernago 1. What time will off hour start and end? Off hours varies by Buildings. In general, off hours start at 5:00 PM 6:00 AM. 2. Who is responsible for shutting down the VA equipment (most time VA is)? The contractor is responsible for shutting down all equipment such as high voltage switchgears, transformer, feeders/sub feeders, panels etc. 3. Can I get a one-line diagram of the distribution system? *Please see the attached one-line diagram. 4. Can I get a spreadsheet of the make, model of each piece of equipment being tested? VA is currently looking at past electrical study to find this information. 5. Can I get a copy of the sign in sheet? Only three contractors went to the ""mandatory"" walk-through, so I am going to assume only three contractors are qualified to bid only. N/A 6. Can I get the most recent electrical distribution study? This is a 1239-page document. Is there any specific information that is required? 7. Can I get a copy of the most recent triennial inspection report completed? Bedford VAMC does not possess the most recent triennial inspection report. 8. All needs to be done in a single outage or several. Weekday or Weekend? Shutdown shall occur on weekends. VA shall be provided at least 2 weeks notification prior to the intended day of the shutdown for coordination purposes. 9. Can you please provide map of Bedford VA campus? *Please see the attached campus map 10. Please confirm how many of the transformers are oil filled. All transformers are oil filled 11. Are the pickup values available for the relays? The VA does not possess pickup values for the relays. 12. Can we have the list of mandatory site walk attendees please. N/A 13. Can we have model # of the 34 transformers The VA does not have the model # for the 34 transformers. Per scope, the contractor shall Record all serial numbers, all name plate data and label and document all locations. 14. Can you please provide the Breaker Settings? The VA does not have info on specific breaker settings. All transformers are fed from the 13.8kv switch gear room. 15. Can you please provide Relay Settings for CO relays and Cutler Hammer relay settings? The VA does not have info on these relay settings 16. What tests are needed to be performed on the oil filled transformers? Testing requirements must be met per ASTM. 17. Please provide the time frame for isolation of equipment per building. There is no set time for isolation of equipment per building, The contractor shall propose isolation time frame with Facility POC of equipment per building and the VA will assess it for approval. 18. Can you please provide the Isolation schedule? Only one sub-feeder can be taken down at a time during scheduled shutdown. 19. Can the VA provide 480V source for HI Pot Test to be connected? The VA cannot provide 480 V source for HI Pot test. The contractor shall provide 480V source for HI Pot testing. 20. Has the VA added any extra load, and if so, would the customer need a new Power System Study? The scope of work does not include a new power system study 21. Can you provide one-line drawings? *Please see the provided one lines, attached 22. Do all XMFRs have sampling ports available? To best of VA knowledge, all transformers have sampling port. 23. Can you provide the required oil testing specs What is the Scheduling requirements of outages? 24, 48 72 hours? All testing shall meet requirements per ASTM standards. Contractor shall provide a two weeks notice to the VA before any shutdown. The notification and request shall be assessed by the VA before approval. 24. The contractor is to operate the switches for outages. Will the facility provide the inspection of the re energization process? The facility will not provide the inspection of re energization process. The contractor shall hire third party for the inspection. 25. Is there and will the Facility provide and connect any critical power back power supply for critical infrastructure during outages? There are emergency generators for buildings. During outages for normal power, the generator kicks in and provides emergency power for the building.
