- Description
- The National Park Service (NPS) anticipates releasing a prospectus for a concession business opportunity to provide retail and food and beverage services within Yellowstone National Park (Park) in the fourth quarter of this calendar year. The prospectus will describe the business opportunity and the terms and conditions of Concession Contract No. CC-YELL002-24 (Draft Contract). General information about this business opportunity and the Draft Contract are provided below. The NPS announces in this notice plans to host a site visit for interested entities on September 22 and 23, 2022, in advance of the release of the solicitation. The site visit provides interested entities an overview of the concession operation and a tour of many of the Concession Facilities (land and real property improvements assigned to the concessioner under the Draft Contract). Site Visit Registration To attend the site visit, registration is required. To register, contact Julie Gregg-Bubac, Acting Chief, Commercial Services, Yellowstone National Park via email at Julie_Gregg-Bubac@nps.gov no later than September 1, 2022. You must provide your name, contact information, the name of the entity interested in submitting a proposal that you represent, the primary contact for the entity, and the number of people in your party. Due to space constraints, the NPS limits the number of site visit attendees to a total of four (4) people per interested entity. All individuals attending the site visit must disclose to the Service the entity with which they are affiliated. While site visit participants are responsible for obtaining their lodging, meals, and transportation to the respective facilities and paying the Park entrance fee, as applicable, the Park has arranged for a few rooms to be held at Canyon Lodge & Cabins, located within the Park, on the nights of September 21 24, 2022. These rooms are available on a first-come, first-served basis during registration. Notify Ms. Gregg-Bubac at the time of registration if you would like to take advantage of the held rooms. Depending on interest, the Park may limit the number of held rooms to one per interested entity. Participants are encouraged to obtain lodging as soon as possible, as lodging in the Park and surrounding area is limited. Attendance at the site visit is encouraged, but not required, to submit a proposal. Typically, the NPS holds a site visit after the release of the prospectus. However, the NPS does not intend to host an additional, post-release site visit because the weather and road conditions are unpredictable by the fourth quarter of the calendar year and most Concession Facilities will have closed for the winter season. The NPS will not answer questions about this prospectus or business opportunity during registration or the site visit. Interested entities must submit questions in writing after the release of the solicitation to the contact person and by the deadline that will be provided in the prospectus. Concession Opportunity CC-YELL002-24 The NPS expects the Draft Contract to have an effective date of January 1, 2024. The Draft Contract will require the concessioner to provide the following visitor services: Retail service at eleven (11) stores in eight (8) locations throughout the Park that offer a variety of general merchandise, convenience items, and grocery items; and Food and beverage service at ten (10) outlets at seven (7) locations throughout the Park that offer counter or table service in casual settings. In addition to the required visitor services, the Draft Contract will authorize, but not require the Concessioner to provide mobile food and beverage service at developed areas in the Park as approved by the NPS. The Draft Contracts required services are similar in size and scope to the retail and food and beverage services required in the existing and previous concession contracts. Additional Requirements of the Draft Contract The Draft Contract will require the Concessioner to pay a monthly franchise fee to the NPS and to fund and expend a component renewal reserve. For the purposes of providing the required services, the NPS will assign the Concessioner, via the Draft Contract, the Concession Facilities. The Concessioner will be solely responsible for maintenance, repairs, housekeeping, and groundskeeping for all Concession Facilities. Additionally, the Draft Contract will require the Concessioner to provide housing, food service, and recreation for its employees, for which the Concessioner may charge employees an amount sufficient to recover the cost of providing these services.
