REQUEST FOR INFORMATION / SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for Fuel Storage Tank Maintenance and Inspection at Clermont for the Denver VA Medical Center located at 1055 Clermont Street, Denver, CO 80220. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237120 Oil and Gas Pipeline and Related Structures Construction. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Contractor shall provide all labor, parts, supplies and equipment necessary to perform Fuel Storage Tank Maintenance and Inspection Services shall include but are not limited to: BACKGROUND. The Eastern Colorado Health Care System (ECHCS) is committed to the protection of the environment and compliance with all applicable environment protection laws. The old Denver VA Medical Center at 1055 Clermont Street, Denver CO 80220 facility has an Underground Fuel Storage Tank management program in place to address monitoring, record-keeping requirements and regulations, procedures and organizational mechanisms designed to prevent or limit accidental release of Petroleum, Oil and Lubricates (POL) to surface water, groundwater, or soils. The fuel storage tank system has underground storage tanks (UST), above storage tanks (AST), day tanks, and associated fuel supply piping system at 1055 Clermont Street, Denver CO, 80220. RMRVAMC has a need for the inspection and testing of this Government owned fuel storage tank system consisting of 1 EA 4,000 gallon UST (underground storage tank), 1 EA 500 gallon vaulted AST (aboveground storage tank), 4 EA 20,000 gallon UST, and a 2,800 gallon bermed secondary containment system. The fuel storage and distribution system must be inspected, drained, monitored monthly, bi-monthly Cathodic Protection Inspection, and inspected again at either the 1-year mark or prior to the sale of the property, whichever occurs first. SCOPE. The contractor shall provide all personnel, equipment, supplies, PPE, transportation, tools, materials, management services necessary to drain the system, properly dispose of the drained substance, perform inspections and testing to both the USTs and ASTs on the Clermont campus, monitored monthly, bi-monthly cathodic protection inspections, and provide all reports to the VA within 5 business days of the site visit as required in this Statement of Work (SOW). The contractor shall perform to the standards in this contract. The Contractor shall abide by all laws, rules, and regulation applicable to fuel storage tanks operations. All service must comply with the SOW and all applicable federal, state, county, and fire marshal laws and regulations. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
