Description
Solicitation Number: NRMAF0002201030CM2 Notice Type: Sources Sought Synopsis TITLE: Mini CO2 Digital Logging Models Response Date: JULY 25, 2022 This is a SOURCES SOUGHT SYNOPSIS and is not a presolicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran owned, Women owned Small Business firms and even large businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. We are a multidisciplinary environmental research laboratory that provides scientific understanding to inform the use and management of Great Lakes and coastal marine environments. These deployable sensors are used to monitor a portion of the dissolved inorganic carbon pool in water, specifically the amount of carbon dioxide (CO2) to assist in tracking acidification levels in the Great Lakes. BACKGROUND: As atmospheric CO2 increases, the availability of dissolved inorganic carbon (CO2+ HCO3+ CO3 = Dissolved Inorganic Carbon) is shifting within aquatic systems causing the pH to drop, this is referred to as acidification. Phytoplankton can utilize both CO2, through passive diffusion. Acidification of aquatic systems is leading to an increase in availability of CO2 within the system and reducing the stress and energy cost of carbon uptake. However, during bloom events, phytoplankton can quickly decrease the availability DIC (causing the pH to increase) within the system, potentially shifting the availability of carbon in favor of one type of algae over the other. In addition to shifts in the DIC system, the rise in aquatic temperatures due to the increases in global temperatures is impacting the rate of chemical processes and lake stability. The synergetic impact of both temperature and DIC availability may provide a new stress to aquatic systems leading to changes in community dynamics. Due to the multi-faceted nature of the DIC system, the impacts or potential shifts in phytoplankton species composition and abundance are unknown and it is likely that individual phytoplankton assemblages will have unique responses. NOAA HAS BEEN GIVEN AUTHORITY AND HAS A FEDERAL MANDATE (HABHRCA LEGISLATION S:1254; 2018 pl 115-423) TO MONITOR HARMFUL ALGAL BLOOM GROWTH AND TOXICTY IN THE GREAT LAKES. THIS PROCUREMENT APPLIES TO THE PUBLIC LAW. TECHNICAL: CO2 Measurement Ranges *other ranges available 0-2000 ppm CO2; by volume 0-5000 ppm 0-1% (10,000 ppm) 0-100% Total Dissolved Gas Pressure: 0-2 bar Accuracy: pCO2: 2% of max range TDGP: 1% Equilibration rate (t63) 3 minutes Resolution: 0.1% of max range Physical Length: 28 cm (11 in) Diameter: 5.3 cm (2.1 in) Weight Air: 0.53 kg (1.2 lbs) Water: -0.06 kg (-0.1 lbs) Housing Material: Acetal Plastic / Titanium Depth Rating 0 - 600 m (Plastic)/Up to 6000 m (Titanium) Water Temperature 0 to 40 C Electrical Input voltage digital: 7 - 24 VDC analog: 12 - 24 VDC Power consumption 85 mW (7 mA @ 12 V) Data output digital: RS-232, ASCII CSV analog: 0-5 V or 4-20mA Sample rate 2 seconds (variable rate with logger/controller) DELIVERY SCHEDULE: 8-10 weeks; National Oceanic and Atmospheric Administration Great Lakes Environmental Research Laboratory 4840 South State Rd.
