- RFI 36C24522Q0793 COURIER SERVICE LOUIS A. JOHNSON VA MEDICAL CENTER The Louis A. Johnson VA Medical Center is conducting this Sources Sought to identify contractors who possess capabilities to provide the services described in the Statement of Work below. As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this sources sought notice. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought. This service will be implemented using the North American Industry Classification System (NAICS) Code 492110. If a small business is interested in this procurement, they must provide at least 51 percent of the services rendered. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to tracy.kute@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than July 21, 2022 at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice. DISCLAIMER This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. STATEMENT OF WORK COURIER SERVICES LOUIS A. JOHNSON VA HEALTHCARE SYSTEM CLARKSBURG, WV A contract is being sought for a courier to transport biohazardous material and supplies on an as needed basis. DESCRIPTION OF SERVICES / REQUIREMENTS The Contractor shall provide courier service to and/or from the Louis A. Johnson VA Medical Center (VA) and the following: Mon General Hospital, Morgantown, WV West Virginia University Hospitals (WVUH), Morgantown, WV United Hospital Center (UHC), Bridgeport, WV American Red Cross (ARC), Johnstown, PA Other surrounding area medical facilities as the need arises, on a case by case basis The Contractor shall be responsible for transportation of: Blood and blood products Specimens for laboratory analysis Reagents and other laboratory related products Pharmacy supplies and medications Timeliness of Service to the VA All blood and blood products from Mon General Hospital, UHC, WVUH or another hospital in the surrounding area shall be delivered to the VA no later than two (2) hours after the initial call is made Contractor. All reagents and other laboratory related products shall be delivered to the VA no later than two (2) hours after the initial call is made to Contractor. All pharmacy supplies and medications shall be delivered to the VA no later than (2) hours after the initial call is made to the Contractor. Timeliness of Service from the VA All blood and blood products from the VA shall be delivered to Mon General Hospital or any other area hospital no later than two (2) hours after initial call is made to Contractor. All specimens for laboratory analysis shall be delivered to UHC or any other area hospital no later than two (2) hours after initial call is made to Contractor. All blood specimens for laboratory analysis by the ARC reference laboratory shall be delivered to the ARC in Johnstown , Pennsylvania no later than four (4) hours after the initial call is made to the courier. All pharmacy supplies and medications shall be picked up from United Hospital Center (UHC) no later than two (2) hours after initial call is made to the contractor. Availability The Contractor shall be available for pickup and delivery 24 hours a day, 365 days per year. The Contractor shall provide the VA with a telephone or cell phone number where a service call may be placed at any time. A backup telephone or cell phone number is also required. Government Responsibilities The VA shall pack blood and blood products for delivery in accordance with American Red Cross Packing and Shipping guidelines for safety during transit. No protected health information (PHI) or personally identifiable information (PII) is included for deliveries of this type. The VA shall pack all blood specimens and/or urine specimens for safety during transit. Protected health information may or may not be included for deliveries of this type. No PHI or PII is visible to the courier, but rather sealed in a cooler within the sealed delivery box. The VA will ensure the loaning location packages all pharmacy supplies and medications according to the transport specifications prior to the contractor picks up. No PHI or PII will be visible to the courier. TERM OF CONTRACT This contract is effective from date of award until October 31 plus four (4) one-year options that may be exercised by the VA. The contract is subject to the availability of funds. The Contractor shall perform no services after October 31 of any year until the Contracting Officer authorizes such services in writing. SCHEDULE OF SUPPLIES The Contractor will invoice, in arrears, for all services.
