- The Department of State Office of Acquisitions Management, on behalf of the Bureau of the Educational and Cultural Affairs (ECA) issues this special notice of its intent to negotiate a sole source contract with the Motion Picture Licensing Corporation (MLPC) for the provision of an annual umbrella license service to the Department of State for the unlimited public performance of feature films, documentary films, television programs, and other motion picture media in any legally obtainable format, including streaming media, to overseas locations and audiences.� This umbrella license must be able to provide service worldwide to the Department of State�s over 600 facilities, including U.S. Embassies, Consulates, and other off-site screenings at venues under U.S. embassy sponsorship, operation, and direct control such as Binational Centers, American Spaces, American Corners, and American Centers. ECA has identified MPLC as the only company capable of providing all required media as required in the below specifications: -Use of feature films, documentaries, television programs, and other motion picture media as programming tools to support public diplomacy objectives -An umbrella license agreement for the public performance of such motion picture media to cover all U.S. Embassies and Consulates, including off-site screenings at venues under U.S. Embassy sponsorship, operation, and direct control, such as Binational Centers, American Spaces, American Corners, and American Centers. -A license agreement that can extend user rights to cover motion picture public performances outside the United States, using any legal format for an unlimited number of persons per screening. Should potential offerors believe they have the required product ECA requires, respond to this Notice by submitting written capabilities/specifications of the products to the Acquisitions contact at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with MPLC. The resulting purchase order is to be processed using Simplified Acquisition Procedures (FAR 13) in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.�
