- Description
- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with a twelve (12) month base year to Advanced Cell Diagnostics (ACD), Newark, CA, 94560 on a sole source basis to provide highly specific probes and reagents for the Department of Perioperative Medicine (DPM) at the NIH Clinical Center (CC). ACD makes highly specific probes for localizing RNA sequences within individual cells. This compliments the DPM�s approach, which measures all the RNAs within a tissue homogenate by allowing the department to multiplex labels for RNAs of interest and understand which cells express these RNAs.� The reagents produced by ACD are the only reagents on the market that are compatible with RNA in-situ hybridization protocols that DPM is currently using in its ongoing laboratory experiments. These reagents are custom and proprietary to ACD and currently do not exist from any other vendor. These ongoing experiments are of utmost priority in the DPM�s scientific endeavors, and it is critical that the department chooses a consistent protocol and reagents to perform these studies to ensure scientific reproducibility and validity. �In addition, there is a special RNA probe targeting one of the critical genes DPM is studying in the laboratory that needed to be custom-designed in collaboration with the ACD team. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
