Description
Amendment is issue to provide respond to questions. See continuation pages. Question 1: Will there be a site visit performed at any of the facilities? If not, we request that there is a site visit for the San Juan, Puerto Rico VA Caribbean Healthcare System (VACHS) based on the footprint of the campus and the amount of equipment listed. Janus Advisory Group, Mr. Andy Jones, President. Answer Q1: A site visit was schedule for May 16, 2022 at 9:00 am EST. The activity was posted in SAM Contracting Opportunity on May 11, 2022. Question 2: Are there any diagrams or drawings of the currently deployed systems? Janus Advisory Group, Mr. Andy Jones, President. Answer Q2: There is no diagrams or drawings at this stage of the procurement. They will be available as needed in contract administration. Question 3: Is there a current VAR of record/maintenance contract in place for the facilities? If so, may we have the information of the current incumbent providing the support? Janus Advisory Group, Mr. Andy Jones, President. Answer Q3: At the present time the station do not have a maintenance contract in place. The station is performing maintenance, replacement of equipment and repairs as needed with micro purchase orders. The equipment will be fully operational by contract award. Question 4: Is the current installed physical access control equipment able to read the newly issued v8.1 credentials that the VA is issuing through the USAccess program? If not, is the VA amenable to upgrades that would need to be performed as the credentials are rolled out? Janus Advisory Group, Mr. Andy Jones, President. Answer Q4: There is currently an ongoing plan to have our system upgraded to the new v8.1. The execution will be carried out in contract administration. Question 5: We are requesting an extension of the initial proposal due date- with this large of an equipment list (multiple technologies and vendors) and the clinic sites, we want to be able to provide as accurate and reflective of a response as possible. Question 6: What is the serial number of the CCure 800 software? Janus Advisory Group, Mr. Andy Jones, President. Answer Q6: This will be provided to the company to whom the contract is awarded. Question 7: When is the site visit for the upcoming project? Joint Venture with 7 Mountains, Mr. Marcus Lillard. CEO/President. Answer Q7: A site visit was schedule for May 16, 2022 at 9:00 am EST. The activity was posted in SAM Contracting Opportunity on May 11, 2022. Question 8: VACHS/OPA ACCESS CONTROL (1) Ccure 800 Application Software SSA it has been replaced by Ccure9000 Application Software SSA. Question 11: Could you be able to provide an equipment list to be considered for repair or replace before or during contract? It s important to consider this since at this time the systems are not under a maintenance contract. Security Integration Group Inc, Mr. Esteban Bermudez, General Manager. Answer Q11: The equipment is and will be fully operational by contract award. At the time of contract administration, the contractor shall maintain inventory of parts for equipment maintenance. Any part or component that is not considered part of the maintenance according to the terms of the contract, will be negotiated before being executed. Question 12: Any additional cost to bring the system back to normal operation should be add to the proposal or shall be considered as an amendment after contract is awarded? Security Integration Group Inc, Mr. Esteban Bermudez, General Manager. Answer Q12: The equipment will be fully operational by contract award. Any deficiency will be corrected prior to contract award. During contract administration, any work not covered under contract will be process by mutual agreement, modification of contract. Answer Q13: The date of June 6 in the first sentence of notice is incorrect. The Site Visit was May 16, 2022; as it is clarified on the seventh and eighth sentence in conjunction with the date to submit questions. Question 14: How many in house technicians are need and where? They report to the CCTV area Supervisor Security Assistant for daily task. In contract administration, any change in this condition will be negotiated and executed by mutual agreement, modification of contract. Question 17: Who will be in charge for programming the system and devices, Contractor or VA personnel? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q17: The representatives of the Government and Contractor will be established in the contract document. All technical aspects will be handled by facility Police Service representative. Question 18: Where will spare parts be stored, VA facilities or Contractors? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q18: The facility will not provide space to store inventory. That task will be the responsibility of contractor. Question 19: How long has the existing equipment been operating? Can a list of dates be provided? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q19: The system has been in service since 2017, seven years. Question 20: Who will be responsible for the cost when replacing equipment which is obsolete? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q20: In contract administration, all changes of term and conditions, will be negotiated and executed by mutual agreement, modification of contract. Question 21: Does VA have an Inspection Form to follow? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q21: The station does not have any kind of guide for that purpose established. Maintenance should be executed in accordance with manufacturer standards. Contractor should develop one, if necessary. Question 22: Are the actual systems fully operational? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q22: The equipment is and will be fully operational by contract award. Question 23: Will the VA require an assessment of this systems prior beginning of service? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q23: No evaluation of the system is contemplating at the moment. If so, it will be established in contract document. Question 24: Does new replacement equipment have to be the same model of existing one? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q24: Equipment must be replaced with the same brand or with another of same specification equal or higher quality in compliance with Secure Equipment Act 2021. Information must be presented for evaluation in all changes. Question 25: Will an Escort be needed during maintenance? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q25: Only while entering restricted areas such as the IT Closets. Question 26: Who will be responsible for damage to equipment due to electrical problems? Bonneville Contracting & Technology Group, LLC, Ms. Sandra M Chaloka. Answer Q26: Any damage to equipment will be assessed to establish responsibility, then it will be repaired.
