- ************************************************************************************************** SOLICITATION AMENDED ON 14 JULY 2022. The purpose of this amendment is to: 1. Add Color, Markings and Insignia (CMI) scheme for each aircraft as attachments 2. Reflect updated painting and washing schedule for displays in the PWS and CLINs 3. Amend PWS to add language ""If the existing paint coat is severely degraded, paint must be fully stripped down to bare metal and all surfaces will need metal primer and top coated in accordance with the Color, Markings and Insignia (CMI) scheme."" 4. Extend the due date for quotes by six days from 19 July 2022 to 25 July 2022 5. Incorporate Wage Determination 2015-5117 Revision 19. 6. Answer the questions received before the due date for questions (answers are below) All other terms and conditions remain unchanged. ************************************************************************************************************************************* Answers to the questions received during the Q&A period: 1. Will this require a Containment System to capture the effluents for proper disposal? Since wash soap can be hazardous, the waste water will need to be captured and disposed of properly. Hazardous materials that seep into the sewage system can result in a fine to the base Commander. Please review the solicitation clauses and provisions regarding the disposal of hazardous materials. 2. Will the government supply the paint for this project? The government will not supply paint for aircraft undergoing a full repaint. That should be included in the estimate for each aircraft. However, if the government requests a structural damage repair, the contractor will assess the situation and provide a parts and materials list, which includes primer, paint, and stencils/decal material (if required). 3. Is rolling the paint on acceptable on any portion of the aircraft? Generally speaking, no. Rolling on paint is not authorized for the overall application of coating. However, there may be specific instances and areas of the aircraft where spraying the paint will not produce a satisfactory result, and the contractor may be authorized to roll on the paint in those situations with the government's express approval. The contractor will need to spray the paint in nearly all situations.� 4. Is there a maximum pressure or requirement for the pressure washers used to wash the aircraft? Yes, aircraft need to be washed with low-pressure nozzles, between 30-70 PSI. High pressure can cause cleaning compounds to become entrapped in enclosed area causing corrosion. 5. Will there be a place on base to obtain water for washing? It is unlikely the contractor will be able to utilize a water source on base. The contractor should not expect to be able to use the fire hydrants on base. Contractors need to expect to supply the water themselves. 6. Will the government provide a estimate or range of expected cost? No, Little Rock AFB is not authorized to provide this information. *********************************************************************************************************************************************** Little Rock AFB is seeking static display wash services in accordance with the attached performance work statement. Any questions must be submitted by 25 July 2022 at 10:00 AM CST to trenton.sikute@us.af.mil and camille.drackette@us.af.mil. A site visit is being offered by the government on 11 July 2022 at 10:00 AM CST beginning at the Little Rock AFB Visitor Center.
