Description
This is a Notice of Intent to SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1)), not a request for proposals. A request for quotation document will not be issued and proposals will not be requested. The proposed simplified acquisition action is for Arizona State University (ASU). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industry Classification System (NAICS) Code is 541620, Environmental Consulting Services. Interested vendors may identify their interests and capabilities to the requirement no later than 10:00 am EST, July 27, 2022 by email only to Shelby.Hamilton@noaa.gov (NO PHONE CALLS). The Government will consider all responses, but a determination not to compete this action is solely under the discretion of the Government. This action is under the authority of 41 United States Code (U.S.C.) 253(c)(3)(B) as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b) [Soliciting from a single source]. There is a reasonable basis to conclude that the highly specialized services are available from only one responsible source and no other services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency�s requirements. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) intends to issue a sole source contract to ASU, 1151 S. Forest Ave, Tempe, AZ 85281. The contract with ASU is to develop and conduct a collaborative assessment of the air-quality in central Arizona. This is a new requirement and includes developing a series of engagements with stakeholders, identify public health interventions related to satellite information on health-seeking behavior and outcomes, and evaluate the relative and absolute monetary value of these interventions on human health. This action will be for a period of performance of 12 months starting from the date of award. ASU is the only vendor who can provide the required services necessary to the city of Phoenix and its surrounding suburbs. ASU is ready and capable of providing the required services and extensive market research has determined that there are no available alternatives. The Government has attached a Single Source Determination to support the need for a sole source award. This Notice of Intent and Single Source Determination will remain posted to http://www.beta.SAM.gov 14 days.
