- The United States Coast Guard (USCG) intends to negotiate a sole source award to Encore Group (USA) LLC, dba PSAV, for audio and visual equipment rental, rigging, lighting, set-up, and take down in support of the 2022 Coast Guard Ball being held at the Gaylord National Hotel and Convention Center, Forest Heights, MD on 27 August 2022. PSAV is the exclusive onsite vendor for rigging in the hotel and any outside vendor will have to arrange rigging through them. Also, when using an outside AV company, the Gaylord will charge for security for any load in/ load out of equipment. For load in, there is a minimum charge of $65.00 per office/ per hour for a minimum of 4 hours and at least 2 officers (one at the loading docks and one at the function room). This will vary depending on how many hours the outside AV company needs to load in. The same situation applies for load out. In addition, the hotel charges all electrical fees to operate the AV equipment. This amount will depend on how much power the outside AV company requires. Based on this, the USCG intends to sole source this requirement to the onsite vendor, PSAV. The purchase order's period of performance will not exceed 2 days. This is a simplified acquisition. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. This action is being taken in accordance with FAR 13.106-1. A determination by the Government not to compete the proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements. The NAICS Code for this procurement is 532490. Anticipated Required Rental Equipment and Services: Rigging: Minimal rigging is expected as lighting and line array is to be ground supported. Rigging for the CG drop behind the stage is expected. Any drape that is needed to cover or conceal aspects of the ground supported equipment will be properly rigged. Lighting: For Ceremony and Ball to include the equipment necessary to provide backlighting, wash lighting, stage and speaker lighting and lighting of backdrop. Visual Equipment: to include the following, listed with required quantities.
