- NASA Glenn Research Center (GRC) has a requirement for an extension of the NASA Safety Center Technical Services Support 2 (NSCTSS2). NSCTSS2 is a Cost-Plus-Fixed-Fee (CPFF) type contract with Baseline Contract, Line-Item Numbers (CLINs), and Indefinite Delivery/Indefinite Quantity (IDIQ) CLINs under which CPFF task orders are awarded. The contract provides technical services including Safety and Mission Assurance (SMA) training/professional development, discipline training and support, SATERN administration, information dissemination and knowledge sharing include SMA website content development, technical writing, graphics design, video production, Agency-wide conference and event support, operational support of NASA Safety Center (NSC) IT systems including application development and maintenance, application user support, mishap investigation safety engineering support services, data mining, analysis, trending, special studies, and project management and support to the NSC, the NASA Office of Safety and Mission Assurance (OSMA), and other NASA Centers. To fulfill this requirement, NASA GRC intends to solicit and negotiate with the current NSCTSS2 contractor, Banner Quality Management Inc., on a sole source basis to extend the current contract�s effective ordering period by up to an additional twelve (12) months � September 1, 2022, through August 31, 2023. The Government intends to acquire a 12-month contract extension using the procedures described in FAR Part 15. This extension is intended to cover a period sufficient to allow for completion of the full and open competition for, and transition to, a follow-on contract, offers for which were separately solicited via Request for Proposal No. 80GRC021R0011.� The rationale supporting this sole source extension/acquisition is in accordance with 10 U.S.C. � 2304(c)(1), as implemented by FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements�. The rationale is also based on the nature of the work to be performed, the need for an extension period, and the fact that NASA currently has a competitive procurement plan underway. Interested organizations may submit their capabilities and qualifications statements to perform the effort electronically via email to raenala.c.brown@nasa.gov no later than 5:00 p.m. EST 7/29/2022. The interested organizations� capabilities and qualifications statements will be evaluated solely for the purpose of determining whether or not to compete this 12-month extension/acquisition of the NSCTSS2 contract. Capabilities and qualifications statements will not be evaluated for purposes of the follow-on competition.� A determination by the Government not to compete this 12-month extension/acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
